When does SPAK intend to shed light on the Eko Park affair?!

Yesterday I saw a very good investigation that my colleague Julian Hoxhaj had done on the Eko Park issue on the Plug show.

Summarized in a few words, the show documented this scheme: in April 2019 the companies Integrated Energy (that of the incinerator) and the studio Casanova Hernandes Architects had signed a contract for the design and implementation of the Eco Park project.

The contract was signed before the tender for the works was opened, even before the Prime Minister's political decision was communicated that the waste disposal site in Durrës would be closed. The media after the news that the head of the government started to take photos from the Casanova Hernandes Architects studio project, an office that was paid 220 thousand euros by the concessionaire of the incinerator.

A year ago, the Durrës Municipal Council approved the KFĕ study on how to manage waste, opening the way for the former mayor of the municipality, Vangjush Dako, to deposit the waste in the Sharra landfill. The concessionaire's income increased even more, not only from the municipality of Tirana and the land fee, but also from other municipalities.

In October 2019, the tender for the closure of the waste disposal site in Porto Romano was opened, which surprisingly was canceled on December 3. It was said that the focus was on the earthquake that hit the country. The Interministerial Civil Emergency Committee decides that the remains created by the earthquake should be sent to Porto Romano and the National Water and Sewerage Agency is charged with the authority that would revive the area.

The earthquake emergency opened the way for AKUM to contract a company through direct negotiation without holding a tender. A contract worth 19 million euros with VAT is concluded with the De Mare firm (created only one month before the conclusion of the contract) and Victoria Invest International, a company denounced by MP Taulant Balla as having ties to the head of the DP Lulzim Basha, even using a vehicle in the name of this company. After signing the contract, DP "forgot" the denunciations about the incinerators for some time. It must be said that MPs with integrity who have engaged in the Incinerators affair, such as MP Jorida Tabaku, have demanded an account in the Investigative Committee on this matter and the mayor of Durrës has refused to answer by leaving the session.

Contrary to what the contract required that Eko Park would be implemented by the companies that were contracted, after a few months the works were transferred to the Artcon company, which promised to carry out the works for the value of 7.5 million euros and 11.5 million are shared with the companies that had the contract .

The contracting company itself turns out to have been in the name of Klodian Zoto's wife and when it was subcontracted it was in the name of Denis Ymer, employed as a driver in the Tirana incinerator.

All this could have been stopped if the new justice had done the job of protecting the public interest. I remember that in February 2020, I was taken out of the assembly because the first, very important news was about to come in: SPAK launched investigations into the landfill tender in Porto Romano. Today marks 4 years. The media has found more than the Special Prosecutor's Office.

At the time, this announcement left a positive impression on the new justice system, which had launched an investigation and registered criminal proceedings for the crime of 'violation of equality in tenders'. It seems to me that as far as I understand and have been explained to me, the model of the system with independent prosecutors was chosen so that we do not have prosecutors who work on the basis of reports but also verify when red flags are raised by the media and civil society.

But we in Albania did it like the Albanians: we removed the institutional responsibility and the investigations of the prosecutor's office were carried out under the guise of a conflict of interest. For the same issue, what one prosecutor writes, the other does not...
