Agreement or repulsion of Rama

Great efforts are being made by his supporters without any socialists to present it in the media as a Berisha-Rama agreement. Apparently, this is Rama's secret desire: to reach an agreement with Berisha, to have public proof that Berisha sees him as an equal.

TIMS is the integrated digital system, with the help of which all civil data and more are stored of those who enter or leave Albania at all the border points of our country. As such, the TIMS system is a state secret and presupposes unbreakable codes because it is directly related to national security. Consequently, its violation violates national security. In the conditions when Albania is a member of NATO, the violation of this system has consequences for the common security of the Alliance.

The reason for pushing the opposition at the beginning of autumn to ask the Parliament for an investigative commission was precisely the criminal penetration into this system and the theft of all data by a still undetected, therefore still unpunished hand, which may have had as an aim to weaken national security, but it may have been prolonged by organized crime, which would learn in this case what the State Police knew about its members and take measures to avoid prosecution. At the time, Prime Minister Rama responded to the opposition's strong denunciations in his derogatory style, even mocking the denunciations. It was the political and constitutional duty of the opposition to demand accountability from the prime minister, the government and other state agencies, which, at best, had been incompetent, at worst, segments of them had collaborated with crime. The establishment of the parliamentary investigative commission to examine the consequences of this crime was the biggest and boldest step that the opposition had the legal opportunity to take to serve the state interest and the public interest. But Prime Minister Rama rejected this request, as well as the other request for the establishment of such a commission, which would investigate the widely suspected corruption contracts of PPPs in the health field.

In rejecting these two demands, Prime Minister Rama showed arrogance, which was not just a "matter of style". He is obviously scared by the investigations of these commissions, not because the report would go to SPAK, as the law allows, because it is already known by all Albanians that he has his own strong influence in this prosecution, but because the facts that would be revealed , would fall into the hands of allies, who do not have it in their political culture to turn a blind eye to such documents. He did, therefore, what he had in hand. But even the opposition did not give up. It de facto blocked the works of the Parliament, in defense of its constitutional rights, as well as its integrity as a parliamentary opposition. What Rama did not foresee was the indomitable stability of this opposition, even though he used against it the large army of media with journalists and opinionists, which is at the service of demonizing the rebel MPs in the eyes of public opinion. It also used its parliamentary majority again to change Parliament's rules of procedure, unprecedentedly toughening punitive measures against opposition MPs. It also changed the conditions under which a parliamentary commission of inquiry could be set up, openly contradicting the Constitution without batting an eye.

In the end, as we saw, the parliamentary group of the Democratic Party triumphed. The question is asked what forced Prime Minister Rama to withdraw. His loyal spokesperson, Elisa Spiropali, spoke with a sweet face about the benefit that the ruling majority has from the control of the opposition. This is quite true in principle. But it is such a well-known axiom, so basic in democracy, that it is hard to believe that Edi Rama understood it now. So, Edi Rama retreated. Nothing less. And he did not back down like a man who comes to his senses.

I have enough experience in drafting and negotiating agreements to express with conviction that what happened does not meet any conditions to be an agreement. It is essentially a political movement, in which the parliamentary group of the Socialist Party and that of the Democratic Party are included, and which simply contains a tactical retreat of Rama, which he has forced. And not for the interest of the country, but for the interest of power and his personal ambitions. Note: what Rama wants much more than the applause of his deputies, is the decorated image on the international stage. This very image was rapidly fading.

Rama ka pritur shumë që miqtë e tij ndërkombëtarë të bënin presion mbi opozitën. Kjo nuk ndodhi asnjëherë. Përkundrazi. Presioni po ushtrohej herë në rrugë diplomatike e herë haptas vetëm mbi të. Qysh dhjetorin e kaluar, në Samitin e Bashkimit Europian, me një fjalë, më pak se dy muaj pas fillimit të rezistencës së opozitës në Parlament, Shqipërisë jo vetëm nuk iu dha drita jeshile për çeljen më në fund të negociatave, por iu vunë kushte të reja për të plotësuar, çka tregonte se, në vlerësimin e udhëheqësve të Bashkimit, gjendja e demokracisë në vendin tonë vetëm ishte përkeqësuar gjatë vitit të fundit. Dhe kushti i parë ishte vendosja sa më shpejt e dialogut me opozitën. Pra, nuk ishte çështja |Beleri” dhe veto Greqisë, siç u përpoq Rama dhe makineria e tij propagandistike ta paraqiste, domethënë ta justifikonte dështimin, duke e bërë Ramën viktimë. Në vazhdim, ky presion ndërkombëtar mbi të vetëm është shtuar. Fakt është se të gjitha arritjet e Shqipërisë në proceset e integrimit euroatlantik, e ku më kryesoret janë anëtarësimi në Këshillin e Europës, anëtarësimi në NATO, liberalizimi i vizave, janë arritur gjatë qeverisjeve të Partisë Demokratike. Rama me qeveritë e tij nuk ka as edhe një arritje, sado të vogël për të mbetur në historinë e Shqipërisë. Ky realitet i shkakton atij vuajtje të mëdha shpirtërore dhe i ushqen pareshtur kompleksin e inferioritetit ndaj Berishës.

Këto ditë, makineria propagandistike e Ramës ka hedhur në publik pyetjen se kush fitoi nga kjo “marrëveshje”, duke nxjerrë një fakt, i cili nuk është fakt. Përmendet se, nga 8 apo 9 komisione hetimore të kërkuara nga opozita deri më 12 tetor 2023, kur shpërtheu mosbindja e deputetëve demokratë brenda Parlamentit, mori vetëm dy. Ja pse nuk është fakt i lidhur me zhvillimet e fundit: Ato gjashtë apo shtatë komisionet hetimore të mohuara vërtet nga Edi Rama, ishin të akumuluara gjatë afro dy viteve pas zgjedhjeve të vitit 2021. Ato sigurisht kanë grumbulluar pakënaqësi dhe frustrim te deputetët e opozitës, por nuk janë më në rendin e ditës më 12 tetor. Madje, edhe afatet ligjore për aktualizimin e tyre janë djegur.

Pse sillen atëherë si argumente në debatin publik?

While the Democratic Party with its parliamentary group won a denied right. In the definition of political battles, even the recovery of a denied right is called a victory. But the balance of this battle is not only that. For almost three years, Rama has been saying and repeating that he does not recognize "non grata" as a political opponent, therefore neither do his supporters, and he will never have any kind of institutional communication with them. This time, he was forced to openly recognize as legitimate the parliamentary group led by Gazmend Bardhi, of which Berisha is a member, thus de facto accepting his own failure to appoint a parliamentary opposition to the country. In my estimation, this is the most profound political victory that the opposition, and especially the Democratic Party, achieved through this unparalleled resistance in the history of Albanian parliamentarism.
