In the survey that I conducted a week ago for Report TV, there was also the question: "Do you think that SPAK prosecutors should be given the opportunity to re-candidate for a second 9-year term?". Fully 72% answered this question positively and only 26% negatively.
SPAK is not a political institution, and therefore support for its prosecutors cannot be translated into electoral support. In fact, the vast majority of respondents who wanted the re-candidacy of SPAK prosecutors were either voters of SP or small parties.
But the official/politician of the year question I asked in the JAVANEWS poll over the weekend sheds political light on the 72 percent who supported SPAK prosecutors in the question above.
Chief prosecutor Dumani was the person of the year with a quota twice that of Rama and four times that of Berisha. And among those who chose Duman as the person of the year (and not Rama, Berisha or anyone else) there was a mixture of respondents who had not voted at all in years with some who had voted for mayors of Rama, few who had voted for mayors of Berisha, and some who had voted for other candidates. Only their most ardent sympathizers gave Rama and Berisha the support for the person of the year.
It is understood that the support for Duman is not political (because the SPAK that he leads is not a political institution), but the message of this support is political. The staunchest supporters of the old parties are fed up with the corruption of the parties they have voted for over the years, and now they support the leader of an institution that is cracking down on the corruption of the senior politicians of the old parties.
It remains to be seen how far the new parties will be able to walk in the electoral groove that SPAK has opened for them...
