Today, after a period filled with political crises, Macron is entering the final phase of his mandate. Weakened from within, he has decided to focus on his role as an international leader and staunch opponent of the new American imperialism, ending his adventure as he began it: with his famous speech at the Sorbonne.

We Europeans face a huge challenge. Climate change is accelerating. The US was supposed to guarantee our security forever, but now that is uncertain. Russia was supposed to supply us with low-cost energy, but it has not done so for 3 years.
And China, an export market for many countries, has now become an increasingly fierce competitor. This revolution has accelerated dramatically since the end of the pandemic, and even more so over the past year. That is why the EU summit on Thursday is so important.
What would you propose?
The question for Europeans is simple: Are we prepared to become a global power? We stand firm, but we react too slowly. If we choose to remain a market exposed to every whim, without making our own decisions, we will collapse.
We are the arbiter of the rest of the world. We are 450 million citizens and consumers, as well as millions of producers. It is time for Europe to wake up, to emerge from its status as a geopolitical minority, including on defense and security. The coalition of volunteers for Ukraine with the British is the revolution we have achieved in the last year.

Tani ky koalicion, që bashkon Evropën e Madhe përtej kufijve të BE-së dhe përfshin edhe Kanadanë, financon pjesën më të madhe të ndihmës për Ukrainën. Ne duam që amerikanët të vazhdojnë të ndihmojnë, por nuk jemi më tërësisht të varur prej tyre. Tani revolucioni që duhet të kryejmë është në frontin ekonomik.

Mercosur është një marrëveshje e keqe. Strategjia është e mirë, sinjali gjeopolitik i saktë. Prandaj i kam shtuar edhe udhëtimet e mia në atë rajon. Por MERCOSUR është shumë i vjetëruar. Unë mbështes klauzolat pasqyruese, që do të thotë se unë vendos të njëjtat kufizime për prodhuesit jo-evropianë si për prodhuesit e mi.
Bota po përballet me një situatë emergjente. Besoni se ky zgjim evropian mund të fitojë vrull pas krizës së Grenlandës dhe pas luftës së tarifave që nisi SHBA-ja?
Ish-kryeministri italian Mario Draghi foli së fundmi në favor të federalizmit. Por ajo që donte të thoshte vërtet, dhe kjo përputhet me atë që kam thënë prej vitesh, është se ne kemi nevojë për lidership të përbashkët. Evropa jonë ka dështuar kur ka qenë e ngadaltë ose e përçarë.
Kriza financiare e vitit 2008 e ka origjinën në SHBA, por na bëri të vuajmë 10 herë më shumë. Amerikanët morën vendime të shpejta dhe të përbashkëta. Për ne ishte një tronditje asimetrike sepse ishim të përçarë. Na u deshën 5-10 vjet për të zgjidhur krizën. Anasjelltas, kur patëm një tronditje simetrike, ishim të bashkuar dhe vepruam shpejt. Në Ukrainë na u deshën 48 orë për të nisur një program ndihme.
A nuk ekziston më rendi i vjetër?
Njerëzit kanë dyshime. Kur u negociua një marrëveshje tarifore, pati një lloj lehtësimi. Por asgjë nuk ka mbaruar. Kërcënimet janë pas dere. Duhet të jemi të vetëdijshëm se kriza që po përjetojmë është një çarje gjeopolitike e thellë.
Kemi cunamin kinez në frontin tregtar dhe paqëndrueshmërinë në atë amerikan. Të dyja krizat përfaqësojnë një tronditje të thellë për evropianët. Nëse duam të jemi spektatorë, do të jemi vasalë. Do të bëjmë të njëjtën gjë si më parë me kinezët, dhe ju siguroj se brenda 5 vjetësh do të jemi zhdukur.
Si do ta financojmë këtë ndryshim të madh?
Së pari, duhet të mobilizojmë sërish kursimet tona. Evropa ka vëllimin më të madh të kursimeve në botë: 30 trilionë euro. Por këto kursime financojnë borxhin tonë dhe pastaj dalin jashtë kontinentit. Çdo vit, 300 miliardë euro financojnë kompanitë amerikane.
Po ashtu, duke pasur parasysh se buxheti evropian është i kufizuar, është koha për të krijuar një kapacitet të përbashkët huamarrjeje për shpenzimet e orientuara drejt së ardhmes: euroobligacionet. Ne kemi nevojë për programe të mëdha evropiane për të financuar projektet më të mira.
Last week, your diplomatic advisor was in Moscow to explore the possibility of resuming dialogue between France and Russia. What is happening?
We broke it off in the spring of 2022, after war crimes. It made no sense to resume dialogue in the middle of a war. Now, the level of losses on both sides makes it legitimate to consider ending it. American envoys have resumed talks.
Do we want to delegate this dialogue to others? Our geography will not change. Russia will still be there tomorrow, on our doorstep. It is important to structure the resumption of a European debate with them, without being naive and without depending on a third party.
How do you manage your relationship with Trump on a personal level?
I am professional in my approach. I am always respectful and predictable. But not weak. I have never insulted the US or its leaders. I believe it is a great democracy. But when there is open aggression, we should not bow down or try to reach an agreement at all costs.
We have tried this strategy and it does not work. It strategically leads Europe towards increasing dependence. The answer must come from a predictable and respectful force. Europe must become a power and is in the midst of a metamorphosis.
What kind of power will it become?
A predictable power for markets and political actors. But a strong power, capable of reacting quickly and effectively when attacked. Europe's greatest strength lies in upholding the rule of law. Today we have China, controlled by a single power, which is authoritarian.
