Sali Berisha has offered 7 parliamentary seats on a closed list to those he calls allies of the Democratic Party, who all together, even if voted, cannot produce a single MP.
Beyond the seven mandates, he has reserved the same number of seats and more on the open lists, which is useful for making the coalition appear stronger, since none of them can become MPs.
But why is Berisha so generous with allies and so stingy with "democrats"?
To understand this, the example of Fatmir Mediu is enough. For almost 25 years in the DP, he can be called the vice-chairman of the Democratic Party. Since 2001, he has been a deputy in the Albanian Parliament from Sali Berisha and is always safe on the list in every election. He has neither votes nor any popular charisma and his only trait as a politician is that, as a classic mediocre, he speaks without interruption and without meaning, for as many hours as he wants, sparing you the need to remember what he talked about and what he said.
Since he took over the leadership of the Republican Party in 1998, he has always been considered number 2 in the DP, while no one remembers the DP vice-chairmen who have changed since then.
The reason is that Berisha always needs informal people around him and not people who formally hold positions and power in the DP.
For this reason, he is ready to keep 5 or 7 guys like Fatmir Mediu so that there are no real vice presidents of the Democratic Party or people who could take power within the DP.
Look at his behavior towards Ilir Meta. Since Meta has been prime minister, president and speaker of parliament for the left, he never lets him go as an ally even now that he knows he has no votes. He doesn't need him for votes, but he needs him to form an informal opposition party with people outside the DP. If you take a look at the list of his allies, you realize that they are all people who have nothing to lose from any of Berisha's bargains, since they no longer have votes. Vangjel Dule, for example, who left the governing coalition with the SP because Shpëtim Idrizi approached it in 2015, now remains wise and welcomes Shpëtim Idrizi. In fact, he has no problem with Idrizi at all, but with the lack of votes and the need to be an MP with Berisha's votes. The only thing he promises Berisha are relations with Greece and Fredi Beleri.
Among all those who Berisha calls the opposition coalition, there is no one who gives Berisha a full mandate. On the contrary, Berisha has bought them as a facade with the mandates of the Democrat MPs, whom he is leaving off the list.
And the reason is clear: Berisha needs them not only so that he doesn't appear alone, but above all he needs them as a device to prevent his DP associates from making decisions about the opposition and to have it completely under his control, pretending to consult with his "allies". In fact, they are there simply because of Berisha's annoyance with the "democrats".
