
An example, which comes to us from the United Kingdom, one of the countries with the oldest capitalist development in the world: Only with the Postal Code, you can find out the street of the neighborhood where you live, and then from the number that is added, the correct identification of the apartment is made. With us, you have to go to the post office to receive the package, clarify the address, while in European countries the post office follows you.
The identification of my personal address in Tirana is almost the same as the old one with the only exception, that the name of the street has changed. It is the same building number, the same staircase, the same apartment for almost 60 years, which is written regularly in my address.
Meanwhile, the other identifications, which are obligations and have been applied, seem to have not taken place (for the sake of truth, even in our neighborhood we have other numbers on the doors of the houses!!). However, every customer when they need to identify themselves for transit orders, fast food or meetings, that is, the whole part of our neighborhood uses the same identification, since 60 years: At the "University Book", at the entrance of the Block. Fortunately, the Block has remained a historical urban identification, while only the well-known Bookstore has not changed its destination for almost as many years.
That's enough for it to remain the most accurate and unmistakable reference for anyone, but especially for Albanians who have been away for years and who want to come to us. This way of identification is almost for all of Tirana, but the old Tirana residents still use their urban toponymy, either as pride (at Vorri i Bomit, at Selvia), but also as an unmistakable part of constant changes. The urban toponyms of socialism could not change the old names that the elders used naturally, but added them, as an integral part of the developments.
It is still said in "21 Djetori" or in "Bërryli", "Farmacia 10" etc. This is actually the topic of the documentary, but today the moment has come for Albanians to have a final identification, to be respected. Unfortunately, the constructions in the middle of the city and those that are being done everywhere cannot "find themselves" for addressing, just as the young people have added the new toponymy, which is the fourth wave of changes after the announcement of Tirana as the capital and which a lot is related to the washability of the names of bars or restaurants. Addresses, in fact, are also social identifications, which show the developments in Albania.

This came to mind this week for the new draft of the addresses and the parliamentary debates about it in an almost empty hall. Technically, in the law approved in September 2016, it was foreseen (in article 29, point 1) that: the naming and numbering process would have to be completed by December 31, 2016!!
In fact, a full eight years have passed and we have fought in politics, we have wasted endless time, the opposition is still divided, while the majority aims for the fourth consecutive mandate, but in the relationship that accompanies this draft law, there are still excuses. It says "...in order to solve the problems raised by the non-commitment of the relevant structures in compliance with legal obligations"!!! Unfortunately, the socialist majority was in power at the first moment of the change of addresses in 2004, then in 2016 and now in 2024.
Without hurrying, because with that chaotic urban development we have, we can repeat the same thing again, could we make a real reform to be like the rest of the world in terms of address books. Wouldn't it be nice to show why we failed? We must not forget that the scanning of the territory by our State for constructions sometime in the second decade of our century set numbers for all the dwellings. But the paradox is that that address system is not known and used by the post office, society or even the state itself.
We still remain more reliable with those related to the former urban toponymy, or as DP deputy Ferdinand Xhaferri expressed it in a clear word in the parliament, after showing the problems of this law: Let's find the responsibilities because "that's the only way to create the belief that we are not moving from failure to failure and that this draft law will not be a new failure". But the allusion to Churchill's expression, used by the deputy, is not that he made an impression on his colleagues. Apparently, we will have the same situation again. In the end, we will still be left with the old references, the ones that remind us most of our ancestors... and our organic chaos.
