
This is the political agenda of SPAK, whose work on the raw materials issue started from politics.
SPAK is the most important institution of justice reform. Namely, a special prosecutorial body, which is tasked solely with investigating corruption of high-ranking officials and organized crime, namely the armed and powerful gangs of drug traffickers operating in the West.
This institution was born as a result of a major political clash in the country, a real trauma between Albanian politics and the media and financial circles that loved it and those who feared this innovation.
The socialist majority was the one who conceived and led this process, accepting compromises along the way in order to make the process as bipartisan as possible. This is because it was the internationals, the US and the EU that pushed the majority to take steps and developments to reach a consensus, even if it was the most fragile. In fact, this consensus was never reached.
Even the creation of SPAK, namely the installation of the institution through legal and procedural acts of appointing prosecutors and starting work, came through many years of war, hassle accompanied as always by Molotov cocktails and fuel, as an aperitif. Where Monika's boots had a festive effect at the session of electing the interim chief prosecutor Arta Marku. People remember them, despite the short memory of the panelists and political circles.
The entire struggle was aimed at delaying and hindering the establishment of SPAK, which, although not yet established, was in popular perception the most welcome, but was criticized on dinner panels, where in reality it was ignored.
The political war and polarization were the same as today. At night, scandals of "theft" that the opposition exposed against the majority circulated, where names, wiretaps, and ready-made memes emerged.
The majority had a response to these accusations, not taking the real role of confronting the public to clarify and refute them. Take all your accusations to SPAK. And the opposition did not delay, filling the storage of the special prosecution with thousands of pages of denunciations against senior officials of Edi Rama's government.

Of course, SPAK has been flooded with a river, but a veritable sea of denunciations and issues from thousands and thousands of citizens, who, having finally found themselves free to speak about 35 years of injustices, were sent to the right place with great hope.
However, almost 80% of the major files initiated at SPAK for senior officials are brought as denunciations from politics. It is worth remembering the statement of the first head of SPAK, who publicly said that we do not initiate cases without a denunciation.
All files launched against majority officials have come from the DP, LSI or small parties such as Endri Shabani's Nisma Thurje. While the Partizani file, as is known, was launched after the denunciation of Taulant Balla, in his capacity as the chairman of the SP parliamentary group.
While the media had been raising this scandal for years and years, no one took the initiative to start an investigation.
This is the political agenda of SPAK, whose work on the raw materials started from politics. It is different with organized crime, when the files came mainly from European institutions. Therefore, the work on the investigation, accusations and seizure of assets resulted more tailored.
This political agenda has given a disproportion of political balance, which to tell the truth was in principle welcomed by the public. which is quite satisfied if the focus of SPAK is power and the abuse of its officials. But it is precisely the "coincidence" of the political movements of the last two cases that has created this impasse. Where the majority of Edi Rama is expected to have a new public stance as soon as the decision of the Constitutional Court is announced.
Could the consequences of this political agenda be political? The intention towards the majority is clear, and this is clearly seen in the interaction of the other party, which is refractory to investigations against its leaders. But the chances are that we will come to a political continuation or conclusion of the issue, which is not without its enigma.
