A government which has in its territory only one strategic island for national security, (which is considered the Gate of the Adriatic) wants to remove it from the military distribution plan, to build a private strategic project

If we refer to the dictionary, the word "strategic" has to do with the identification of long-term or general goals and interests and the means to achieve them, as well as 2) with the benefit of the general and long-term military advantage.

I remember that in the spring of 2017, within the framework of the Berlin Process, the EU requested a list of strategic national infrastructural projects from all the countries of the Western Balkans. While our neighbors had 13 or 9 such projects in the list, some of them partially budgeted, in the list of national strategic projects, discussed by the Council of Strategic Investments, 127 projects were included.

In the meeting where I participated as a listener, no one was able to argue their ranking, that is, who was the first priority project, even though he was the first. That day, a "wish list" was being discussed in the Council, and their order could be changed in the blink of an eye by various forces inside and outside the government. Small Albania with 127 strategic infrastructural projects had surpassed even the great China!

In the meantime, in order to recognize the strategic importance of the only island that Albania has, Sazan (where the government wants to build a tourist complex with Kushner's funds), I directed a more experienced General who wrote to me: "The strategic importance of Sazan is shown by the fact that the Italians they ran out of money to have it. Sazani is the last territory that joined Albania only after the Second World War. Militarily, it is considered a key point for controlling the Otranto Canal, which is the Gateway to the Adriatic. Albania is a maritime country, even Sazani has a general and long-term military advantage for the security of the country".

While the same government gives the title "strategic" to hundreds of projects which it is unable to rank because there is no assessment of their effects on the economy and the environment, it either does not understand the word strategic or misuses it.

"For good intentions" the majority of society wants to believe. The road to hell is paved with good intentions!
