The differences between the three parallel Rama cabinets make the difference for the offer of the next elections.
There are three parallel government cabinets in Tirana. The first two with Rama as prime minister and the third with co-governance. This is not a paradox, but the reality that only those who choose blindness as a sense do not see. The members of the first cabinet are decreed by the president and voted by the parliament. In the second cabinet, the vast majority are members of parliament, while the third cabinet consists only of the prime minister and a number of special prosecutors from SPAK. All these governors, together and separately, even though they eat bread at different tables, in the end they pray to Rama. And they are the ones who keep his government standing even when circumstances, logic or the weight of time seem to say otherwise.
In the first cabinet, Rama is prime minister over a deputy prime minister and 16 ministers. Of these, only about half are political individuals. And of this half, less than half participate in the political battles of the day. Others are either virtually unknown, or have entered the executive branch through the classic circumstance of being in the right place at the right time. They are part of those 40 or so ministers - as Rama himself counts them - with whom he shared government portfolios, but nobody remembers them anymore. Some of them, long in office, have long appeared in public only when a stone is thrown at you by the opposition orators in the parliament, or when they mentioned in stories subordinates who are under investigation or arrested. Their "disguise" is military-style: If you're going to hide so that no one can find you, stay in the most visible place! The vast majority of them are publicly and politically invisible, with painful criminal wounds here and there and with an ever more dubious electoral value. It is easy to predict that they will be unable to pull the electoral wagon of the party seeking a fourth term tomorrow. Apart from the mayor of Tirana, three or four of his colleagues in several other municipalities and as many political leaders in districts and deputies who have an electoral effect and who are members of this cabinet, Kusuri is just a number without a portrait on the list.
Erion Veliaj, the next lightning rod of the opposition's attacks, is regularly behind Rama in every public poll and is alone twice as popular as the three opposition leaders. While if you refer to social networks and Google, the public importance of figures in government is dominated by only two or three names, with Spiropal at the top. Socialists who can do politics are terribly few. Probably not just because they don't want to, but also because they don't know. Confused and demoralized, underestimated and under the pressure of human envy, the vast majority of the SP parliamentary group, which is just a bunch of deputy ministers in this cabinet, simply does not exist. It only takes one session in the Assembly to see that sad majority that looks like a clockwork machine, impatient to finish the "work" schedule.
The names in the second parallel cabinet are definitely more sensational. They do not participate in government meetings, but are always present there. They are more unexpected and significant identities. The Berisha-Meta couple definitely shines among them. Enemies by canon and not political opponents with Rama, personal haters and not simply his deniers, not decreed by the president and not voted by the parliament as members of the government, they are the absolute guarantee for the first governing cabinet. Berisha, even though he is able to make an ever-shrinking handful of militants and Rama's deputy in this cabinet swear in his name, has zero chance in practice to cross the threshold of the prime minister's office once again. Isolated at home and with a string of other possible criminal cases that could tie him up even further, more than inspiration, he is turning into a breather of the opposition. He has put the entire DP in the service of his personal agenda, not allowing it to become bigger than his own ambition for revenge. The only solution - at least that's what they believe in PD - to govern the opposition, it can no longer be approached as a recycled solution for a recycled government from the past. Similarly, Meta, the combative politician, whom both the left and the right have seen both good and bad, has become the king of clicks, but without the alchemy of turning them into votes. The possible shadows of a conflict with justice make the tomorrow of his party even more gloomy, which has co-governed both the right and the left and which today is one of the guarantees for a unitary left government. Lulzim Basha is also a corresponding member of the government. European in appearance, but Soviet in conviction, proclaimed liberal, but the greatest anarchist of Albanian politics, Basha suffered the fate of the lek in the 90s, the more the weight of his own pocket increases, the more he falls in stock market. Without a doubt, these three "ministers", including Gazi and others like him, whom fate has brought to his door, are worth even more to Rama than the vast majority of ministers that he himself has chosen according to his own taste.
Kabineti i tretë është më i rëndësishmi. Ka vetëm një bashkë qeveritar me kryeministrin, gjithashtu të pa dekretuar nga presidenti dhe të pa votuar nga parlamenti për praninë e tij në kabinet. Ai është institucioni i SPAK-ut. SPAK nuk merr pjesë në mbledhjet e qeverisë. Nuk firmos vendime. Eshtë pak a shumë si fantazmë në mure dhe në ajrin e të njëjtës sallë të mbledhjeve të ekzekutivit, në zyrat e ministrave apo të drejtorëve të lartë në administratën qendrore e lokale. Vetë Rama sheh në të majtë të tij dhe pyet veten se çfarë di Altin Dumani për atë rresht ministrash, kthen kokën djathtas dhe pyet sërish veten se çfarë mendon ai për rreshtin tjetër dhe më tej akoma, për një tabor të gjatë e domethënës me zyrtarë e ish-zyrtarë socialistë që kanë ushtruar pushtet dhe kanë përfituar nga pushteti. Madje edhe kur firmos, ndërmjet njërit fap dhe fap-it tjetër, sërish pezullon: çfarë mund të thotë Dumani për këtë firmën time? Më tej akoma, kureshtja e çon të pyesë veten edhe për fatin e garantorëve të tij në politikë, duke nisur e bitisur me Berishën dhe Metën. Po me ta çfarë do të bëhet?
Edhe njëherë, si dhe herë të tjera, herën e fundit Rama e kishte fjalën SPAK kryefjalë të fjalimit të tij në fillimjavë. Në një mënyrë apo një tjetër, ai duket se ju tha të vetëve: “Mos besoni në SPAK nëse doni, por mësoni të keni frikë nga SPAK-u!”.
Këto janë tre kabinetet që bashkëqeverisin dhe bashkëkundërshtojnë në mënyrë simultane Shqipërinë. Ato ekuilibrojnë njëra-tjetrën me tipare të ndryshme, duke nisur me mungesën e protagonizmit tek njëri, tek protagonizmi i tepërt tek tjetri apo me tentativën për parandalim e ndëshkim të mëkateve tek i treti. Është e vështirë të thuhet se cili prej tyre është më i rëndësishëm, por nëse kabineti i parë është shembulli sesi nuk duhet të jetë një trupë politike, i dyti është arsyeja themelore se pse një model i tillë mbetet ende në këmbë, ndërkohë që kabineti i tretë synon ta bëjë atë, së paku më të ndershëm dhe më vulnerabël ndaj mëkatit.

And while Rama continues to be focused on his goal of playing poker with the number of government mandates, even leaving his subordinates who fall one after the other in the mines of the past, the opposition has chosen that for the sake of demining and cementing the past, to lose its orientation towards the tomorrow of the elections. Then when the former compass: "Where were you? Nothing! Where are you going? Right there!", will be the four-year mourning vase of the official Tirana. It will be the pentagram of a pimp that makes those who have fallen on the neck of politics with the lust that is a blind bull to the next mare. With the hope of the loser that even then Rama will co-govern with three parallel government cabinets of the same minister. With the realistic hope that even though he has all the power for himself, he can also keep them in the pan around. Then kismet, let's see and do it!
