
The Special Court against Corruption and Organized Crime (SCOC) has found guilty a 39-year-old from Lushnja, Marin Leka, accused of the criminal offense of active corruption in elections.
According to the decision, he was initially sentenced to 1 year and 9 months in prison. However, in accordance with Article 406 of the Code of Criminal Procedure, the court decided to reduce the sentence by one third. Ultimately, Leka was sentenced to 1 year and 2 months in prison, while the sentence will be served from the moment of his arrest or detention.
The incident occurred a month before the elections on May 11 last year, when Leka was arrested after offering money in exchange for votes.
Investigations show that he had promised a citizen the sum of 50 thousand new lek (about 500 euros), on the condition that he and his family members vote for the Democratic Party.
The case was discovered and documented by the authorities, leading to the arrest and subsequent conviction by the GJKKO for vote manipulation through financial gain.
Prosecutor's Office Announcement:
1. The Special Prosecution Office against Corruption and Organized Crime has submitted to the Court the request with the subject matter: “Trial of the criminal case pertaining to criminal proceedings no. 75, of 2025, against the defendant Marim Leka, accused of committing the criminal offense “Active corruption in elections” provided for by Article 328 of the Criminal Code”.
2. The trial of this case was conducted under the rules of summary trial. At the end of the trial, the Special Court of First Instance for Corruption and Organized Crime, with a panel composed of judges Engjëllushe Tahiri, Atalanta Zeqiraj and Besmir Stroka, with decision no. 27, dated 01.04.2026, decided:
1. The guilty plea of the defendant Marim Leka for committing the criminal offense of "Active corruption in elections" provided for by Article 328 of the Criminal Code, pursuant to this provision, his sentence to 1 (one) year and 9 (nine) months of imprisonment.
2. In application of Article 406 of the Code of Criminal Procedure, this sentence is reduced by 1/3, with the defendant Marim Leka finally sentenced to 1 (one) year and 2 (two) months of imprisonment, serving the sentence starting from the day of his arrest or detention.
3. The material evidence attached to the court file, a CD with the inscription "No. Marim Leka-MT", containing data on environmental conversations held between the defendant Marim Leka and citizen MT, shall be destroyed after the decision becomes final.
4. The investigative and judicial costs are borne by the defendant.
5. An appeal against the decision may be filed with the Special Court of Appeal for Corruption and Organized Crime, Tirana, within 15 (fifteen) days from the day after the communication of the reasoned decision.
