SPAK arrests another person for call center scheme

SPAK's operation against financial fraud through call centers in Albania led to another arrest. Police have detained Italian citizen Cosimo Notari Stefano in Tirana, by order of the Prosecutor's Office. Investigators include him in an organized group that is suspected of defrauding foreign citizens through fake investments in Forex exchanges, causing significant damage.

Notaristefano had been wanted since January 16, following the operation that took place in the premises of a tower in the capital, where the subject in question was suspected of carrying out his activities.

How did the SPAK operation take place?

The operation was launched following evidence submitted by Italian journalists and complaints from citizens. According to official data, the investigation began on January 9, 2026, following the submission of evidence by Italian journalists from the show “Le Iene” and following complaints from several Italian citizens who reported financial losses. An Italian citizen infiltrated the Call Center premises and provided information on the operation of the scheme.

The activity took place in the “Atti Tower” building, on “Ibrahim Rugova” street in Tirana. Investigations show that the operators called citizens, mainly Italians, and convinced them to invest in fake cryptocurrency platforms. The victims transferred money in cryptocurrencies with the promise of profits, while the funds ended up in virtual accounts controlled by the organizers.

The prosecution reported that the managers had installed security cameras and surveillance personnel outside the premises to signal any suspicious movement.

On the evening of January 15, 2026, after suspicions of a possible control, those responsible emptied the offices in “Atti Tower” and removed the equipment during the night. In the early hours of January 16, investigators from the National Bureau of Investigation caught six people red-handed while transporting computer equipment to a facility on “Bajram Curri” Boulevard. Some of the equipment was being attempted to be destroyed.

SPAK detained two other people and declared three citizens wanted, including brothers Alfred, Agim and Arjan Prekaj. According to the investigations, Alfred Prekaj is the owner of the company "Balkanspro", which operates in the field of Call Center and telemarketing.

Remir Gjoligaj, David Qerimi, Endri Gjata, Elis Merkaj, Rentjan Peposhi and Odeas Kuqi ended up in handcuffs.

During the searches of 28 premises, including homes, offices, vehicles and garages, authorities seized hundreds of computer equipment, servers, phones, laptops, SIM cards, documents, security cameras and vehicles. Among the seized assets is a Ferrari, suspected of being linked to the organizers of the event.
