The appeal overturns the prosecution for the massacre of Dobrac, reinstates the 4 officers who "did not recognize" Ibrahim Lici

The Court of Appeal overturned the prosecution and the First Instance regarding the suspension of the 4 officers who went first to the place where the massacre of Dobrac took place.

The appeal has lifted the measure of suspension from duty for 4 "Eagles" operatives in Shkodër, who allegedly did not stop the unidentified person (suspect Ibrahim Lici) who was part of the massacre of October 30, 2024 with 4 victims.

Also, the Appeal changed the decision of the Court of Shkodra by removing the ban on leaving the country.

The 4 suspects suspected of abuse of duty will be investigated in a free state with security measures and an obligation to appear.
