Rebani Jaupi, the chief police officer who led the Tirana Police during the period from May 2019 to October 2021 and the man who drew up in 2020 the plan to crack down on gambling, has been questioned in SPAK, regarding the conversations that businessman Pëllumb Gjoka had with the former chief of police station No. 2, Oltian Bistri.
Jaupi explained the "Fate of the Games" operational plan drawn up by him on February 20, 2020, which aimed to attack the criminal activity of organizing lotteries and sports betting without permission, cleaning the proceeds of criminal offenses, concealing income, etc. .
The mechanism of action and intervention in the field is explained in the territory of police station No. 2 and No. 6 Tirana, a total of 49 subjects are planned to be checked.
On February 18, 2020, Oltian Bistri communicated with Pëllumb Gjoka and asked him to be careful the next day as the police will take action for gambling, he sent the following messages:
"....Don't open it tomorrow. These two or three days. Don't tell the man. Yes, two or three days. Tomorrow there is action from the operative in my area. Please don't discuss it with anyone because it will spoil my work a lot. I found out that will come to you, I will tell myself. It is good that it is not open...".
Meanwhile, 1 day later, on February 19, Bistri asks Pëllumb Gjoka regarding the development of the action for hitting gambling games without a license as follows: "...Tomorrow at dinner close, or more precisely tomorrow at dinner the controls will be done. ..”.
On February 20, 2020 at 00:00, Olti communicated again with Pëllumb Gjoka and told him when the police operation that he has been talking about for several days will take place, he sends the messages: "...I know, but now I met Madhin also told me: "...we postponed it until tomorrow at dinner so..."
At 19:25, Oltian told Pellumbi that the action will start and asks him to be careful and turn off the phones as there may be actions by the police:
"...now I'm going to start in a little while, go somewhere you know, don't stay in traffic and turn off the phone. It's useless, you know. I know. They still haven't brought us the names and places. The director said, they will remove the point from the list. No. Rebua knows, there is no need...".
The journalist of "Ora News", Elton Qyno, has learned that regarding these conversations on April 4, 2024, the former director of Tirana, Rebani Jaupi, was questioned at SPAK. Jaupi explained that in the period from May 2019 to October 2021 he was the director of DVP Tirana. Regarding his acquaintance with Oltain Bistri, he explained as follows:
"... Oltian Bistrin, e kam njohur si person që ishte shef komisariati dhe punonjës policie, por me të kontaktin e parë e kam patur kur kam qenë drejtor i DVP Tiranë dhe kam patur një marrëdhënie institucionale, nuk kam zhvilluar marrëdhënie shoqërore me të....".
Rabani Jaupi shpjegon edhe si është organizuar operacioni për goditjen e lojrave të fatit, ku ndër tjera deklaron si më poshtë vijon:
"...dua të shpjegoj se rreth fillimit të vitit 2020, Drejtoria Vendore e Policisë Tiranë, sektori kundër krimit ekonomik, ka referuar një procedim penal në Prokurorinë e Tiranës për goditjen e aktivitetit të jashtëligjshëm të lojërave të fatit, më së shumti vënia e basteve sportive si në ambiente dhe në aparatura online. Ky procedim ndiqej nga oficerë të policisë gjyqësore të DVP Tiranë të seksionit të krimit ekonomik. Duke qenë se gjatë hetimit rezultoi se ky aktivitet ishte shtrirë edhe në rrethe të tjera të Shqipërisë, në hetim u përfshi edhe Drejtoria e Përgjithshme e Policisë së Shtetit. Unë vetë nuk kam qenë i përfshirë në hetim, por kam qenë i përfshirë në rakordimin e veprimeve me të gjithë komisariatet. Ky hetim di që ka përdorur metoda speciale hetimi dhe janë përfshirë shumë burime njerëzore....".
I pyetur lidhur me mënyrën se si është vendosur momenti i ndërhyrjes dhe i ndalimeve, Rebani Jaupi ka shpjeguar:
”...kur është vendosur nga prokuroria që do bëhet goditja dhe ndalimi i personave, është bërë në një kohë. Drejtoria e Përgjithshme e Policisë së Shtetit, na ka dhënë secilës drejtori nga një zarf të mbyllur ku ishin personat dhe subjektet që do u ndalonin. Me sa kujtoj ka qenë ditën që janë ekzekutuar masat. Kujtoj që masat dhe kontrollet janë kryer në orët e mbrëmjes, dhe unë një orë para se të niste operacioni, kam thirrur shefat e komisariateve dhe i kam dhënë secilit një zarf me personat që ishin në territorin e atij komisariati. Më pas secili ka vijuar punën për llogari të vetë....".
Momenti kur janë ekzekutuar masat dhe ka vijuar operacioni i shpjeguar nga Rebani Jaupi, përputhet edhe me bisedën e Oltian Bistrit me Pellumb Gjokën në 19:25 ku ndër tjera i thotë që ende nuk i di emrat pasi nuk ja kanë dhënë.
Kjo pasi në 22 shkurt 2020, Oltian Bistri i shkruan Pëllumb Gjokës, i thotë të hapë vendin ku zhvillon lojëra fati dhe komenton lidhur me operacionin e zhvilluar kundër lojrave të fatit si dhe i tregon faktin që ende po kryhen veprime për këtë operacion.
"...hape vk…, mos lërë roje jashtë. Shumë rëndësi i dhanë operacionit. Jo se këto ditë vazhdon prap operacioni ndaj lëre larg....".
Kjo bisedë, duke marrë parasysh edhe atë të datës 28 dhjetor 2020 midis personave, krijon bindjen se Oltian Bistri ka qenë në dijeni se ku zhvillohen lojërat e fatit pa licencë dhe me dashje ka lejuar këtë aktivitet.
Në një aktivitet të ligjshëm të licencuar nuk ka patur arsye të mbyllej apo ruhej nëse policia do zhvillonte operacione për lojëra fati.

Also on February 24, 2020, Oltian Bistri wrote to Pëllumb Gjoka, regarding a problem that arose to remove an undefined relationship in the conversation and that the consequences are not great since, as he himself explained in the conversation, one was Pigeon Breast and the other are two tables.
He sent the messages: ...what are you doing...if I only had you...I have a couple of tables...I am removing them because I have a problem...VK..."./ Oranews
