The construction permit for the initial project, i.e. the residential building but without the attic, was approved at the KRRT meeting in September 2010. The mayor is the head of this body, but in fact the decision is collegial.

In the new proposal, it is required that the building permit be for a 10-story building. The building works started in January 2011 with a 79-year-old pensioner as supervisor. Engineer Shaban Karuli, who signed the minutes, worked for 4 months without a license.
Referring to the record of the works, on September 26, 2011, the construction of the building's carabiner was finished and the slab of the 11th floor was laid. However, the last four floors were built completely without a permit, since the permit was only for 7 floors as we have shown.
The Council of Regulation of the Territory of the municipality of Durrës, only on September 28, 2011, i.e. after the construction of the carabiner, approved the revision of the permit and the addition of 4 floors.
So the construction of the 8th, 9th, 10th and 11th floors, which are the additional floors, were built without a permit being approved. According to the prosecution body, even if there is currently such a permit in the municipality of Durrës, it has simply legalized a construction without a permit. All the more so since the construction permit for the additions was signed by former mayor Vangjush Dako. It was cleared in October 2014. Only after this procedure should the construction of additional floors have started, but in fact the contract with the water supply company and OSHE show that the building was inhabited since 2012.
