The Special Court of First Instance for Corruption and Organized Crime (SCCOC) has rejected Fran Marashi's request to oppose his placement in a special regime in a high-security prison.
Marashi requested to leave the '41 biss' regime, where he has been held in isolation since December 13, 2024. He was sentenced by the GJKKO to life imprisonment, as being involved in the Vajgurore Bridge massacre of June 17, 1997, where 4 police officers were killed and 6 others were injured.
Marashi went to court on January 30, 2026, challenging Order No. 620, dated December 13, 2024, of the Ministry of Justice, which provides for his placement in a special regime for the exercise of rights in a high-security prison.
At the end of the review, the panel composed of Judge Erjon Bani, with decision no. 119, dated 20.02.2026, ruled the request inadmissible, reasoning that the case has become devoid of purpose.
The decision was based on articles 112 and 471, point 5, of the Code of Criminal Procedure, as well as on several previous decisions of the Constitutional Court.
According to the official announcement, an appeal against this decision can be filed within 15 days at the Special Court of Appeal for Corruption and Organized Crime, starting from the day after the notification of the decision.

Inadmissibility of the criminal claim with no. 119 Basic Register, dated 30.01.2026, with Applicant: Fran Marashi, with the subject: Abrogation of order no. 620, dated 13.12.2024 of the Minister of Justice “On placing the prisoner Fran Marashi in the special regime for the exercise of rights in the high-security prison” since the case has become devoid of purpose.
An appeal may be filed against this decision, within 15 (fifteen) days, at the Special Court of Appeal for Corruption and Organized Crime, starting from the day after the notification of this decision.
How the massacre happened:
After a Socialist Party rally, police forces were returning to Berat in their vehicles when they were shot at 150-200 meters from the Protoduarëv villa. The police armored vehicle lowered its hood and headed towards the square in the city center, but before it had gone 50-60 meters, it was hit by an anti-tank shell from the Protoduarëv villa.
Eyewitness Lulzim Nexhipi said that at this moment bottles of fuel were thrown at the police van and Lek Lorja and Fran Marashi were seen getting into the van. After this, two powerful shots were heard and the van caught fire, resulting in the deaths of police officers Miltiadh Koçi, Arjan Shemuni, Asllan Selami and Ilia Bano, who were burned inside the van, and two police officers Thimi Tanku and Ylli Dhamo, who were injured.
A citizen, Ilir Bani, who happened to be there at the time, was also killed in the shooting. According to the prosecution, the perpetrators of the crime were members of the gang led by the Protoduari family.
