Hazbi Balliu, a judge of the Administrative Court in Lushnja, has filed a criminal complaint with the Saranda prosecutor's office against the former mayor of this city, Adrian Gurma.

The case of abuse of "Abuse of office" and "Disappearance or theft of documents" was established by the judge of Lushnja, during a court session, where the parties involved in this process are Trëndelina Beqiri and the subject "Noku OS 2008".
"Ora News" has learned through documents that during the judicial review, the judge found that the Municipality of Saranda, headed by Mayor Adrian Gurma, issued a construction permit for the private entity "Noku OS 2008" in 2017.
But according to the court, the construction permit was approved without having the architectural design of the building, which is the main criterion.

Given this situation, the judge of Lushnja, Hazbi Balliu, has filed a criminal complaint against the mayor of Saranda, on charges of "Abuse of office" and "Disappearance or theft of documents". Among those charged is Dritan Hila, the Director of the Saranda Municipal Administration, who legalized the building built by the company "Noku OS 2008", although there was no concrete project.
But to this report made by Judge Balliu, is added the report of Trëndelina Beqiri, who is the injured party by the granting of this illegal permit by the former mayor of Saranda.
Both reports were initially administered by the Saranda prosecutor's office, but because Adrian Gurma was a high-ranking official, he falls under the category of officials investigated by SPAK.
Currently, this file is being administered by the SPAK Special Prosecution Office, which is conducting investigations based on a criminal report filed by the administrative judge in Lushnja, Hazbi Balliu, and citizen Trëndelina Beqiri.

" ...in this state of acts and circumstances, there is a suspicion that either the approval of the above-mentioned permits was made without an accompanying project or this document has disappeared. These facts may either constitute elements of the criminal offense of "Abuse of office" if the approval of the above-mentioned permits was made without an accompanying project or there may be elements of the criminal offense of "Disappearance and theft of documents" which must be verified within the framework of criminal proceedings, by filing a criminal report. In the court session of December 27, 2024, the Court filed a criminal report... ".
