
SPAK has completed the investigations and brought the file for trial against the members of two criminal groups, with Syrian and Algerian leaders, who smuggled immigrants from Syria to EU countries. In May of last year, they attacked with weapons the police of Kukes, near the Albania-Kosovo border, injuring two officers and a resident of the area.
In the investigative file it is stated that "the first criminal group has as its leader, the defendant Sultam Grimash, while the suspected members are Muhammed Radaën, Ayoub Bahhoo and Rabii Lqadi. The second group is led by Muhammed Shehab, while Muhammed Nasir, Nagid Alabdalah are suspected members.
"Investigations in Albania have proven the existence of at least two criminal groups, within the main group, which, in addition to the activity of providing assistance for illegal crossing, are suspected of committing other criminal offenses such as trafficking in weapons or narcotics, for which investigations are continuing. These two groups organize work within their groups, for immigrants who enter the Albanian territory, from Greece or North Macedonia, they provide transportation along the Albanian territory, find the drivers and make the crossing illegally through the mountain in Morina in the direction of Kosovo to Serbia with the final destination EU countries. The journey of immigrants then beyond Serbia and beyond is organized by other groups according to the orientations of the persons who are at the head of the big criminal group" , SPAK emphasizes.
In order to prove the charges against them, regarding the trafficking, the prosecution has analyzed the communications between the members of the criminal groups, where they talk about the criminal activity, the way of organization and the amounts they receive for the trafficking of human beings.
Regarding the incident of May 25, 2023, when the Kukes police were attacked, it is clarified in the file that it was a resident of the area who informed about the movement of armed persons in the area near the border.
The police officer, Albert Lushaj, who was injured by the gun attack, explains to the investigators that "on May 25, 2023, he provided information that in the village of Morinë in the Durak district, there were armed foreign citizens near the Albania-Kosovo border ".
He informed the superiors who drew up the operational plan and headed towards the scene. When they went to the Durak neighborhood, above the mosque of this village, they met two border guards and started the checks divided into two groups.
"After we finished checking the abandoned houses, we headed towards the border with Kosovo on foot. On the way we met a shepherd who informed us that he had seen 8 or 9 foreigners. Shepherd walked with us. We climbed a hill and there we saw some people lying down. We offered and my colleague spoke to him in English, introducing himself as a police officer. Without any motive they fired in our direction. I reached down and pulled the service pistol from my belt and fired it into the air. When we fired back, they started running. When I got up, my colleague told me that my leg was bleeding," he explains.
One of the residents of Morinë village with the initials IR stated that every day he took the cattle above the village to the abandoned house. At this time, he saw some people sitting who had backpacks and they dropped their bags in time and rushed at him with guns.
"I managed to leave and notified the police" , he explains.
From SPAK's investigations, it is found that throughout the year 2023, it is proven that on the green border Morine (Albania) - Prizren (Kosovo) have carried out criminal activity related to providing assistance for illegal crossing of the border, dangerous groups, with a high degree of organization, structured with roles and division of labor by smuggling immigrants from the country of origin to the countries of the European Union.
The investigations showed that the activity is extended to several countries, Greece, Turkey, Kosovo, Serbia, Germany and Albania, which have a very organized way of acting, from finding immigrants, transporting them from their country to in the direction of the countries of the European Union, passing through Turkey, Greece, Albania and Kosovo, Serbia and then in the direction of the EU countries.
