They called each other "godfather", they talked on the phone almost every day, not only about the rumors circulating in Shkodra but also about each other's troubles. From time to time they exchanged opinions about certain people, which kept the other awake until the situation was clarified in the next phone call.
At least this is what the telephone communications between Behar Bajri and Ibrahim Lici, intercepted by the Special Prosecution Office as part of the investigations launched to uncover a series of criminal events in the city of Shkodra, show.
In the file that "shteg.org" has seen, the communications refer to the summer of 2018, a time when Fatbardh Lici had not yet been killed and a peace between the two tribes seems to have been established, the guarantor of which was the recognition of the opponent as "godfather".
Beyond the "friendly" communications between Behar Bajri and Ibrahim Lici, the Special Prosecution Office claims to have provided sufficient evidence showing conflicts between the two tribes in Shkodra.
According to the prosecution, the murder of Fatbardh Lici is a consequence of these conflicts, a war for territory and revenge to the point of extinction.
In February 2025, the Special Prosecution Office announced that it had secured "evidence that Safet and Behar Bajri and Astmer Bilali planned, organized and carried out the murder of Ibrahim Lici's close associate on August 10, 2018 in the city of Shkodra."
The police arrested Safet Bajri and explained in a press release that a measure of "prison arrest" had been approved against him by the Special Court on charges of "premeditated murder" and the charge of "structured criminal group". Arrest measures for this event were also issued against Behar Bajri and Astmer Bilali, who are in prison, accused of other criminal events that occurred in the country.
Friendship & Intrigue
Boran Bërcana, a former police officer, and his cohabitant Silvi Ndoci, were executed under the apartment they rented at midnight on July 15, 2018. The victims were not random people, but friends of Behar Bajri.
After the event, the prosecution has placed members of the Bajri and Lici families under surveillance, from which it believes it has obtained evidence that sheds light not only on the events that followed but also on the relations between the two tribes that are believed to have been involved in a war for territory in the city of Shkodra.
Referring to communications, the prosecution suspects that Behar Bajri decided to take revenge for the murder of his "friends" who he believed were executed by Ibrahim Lici.
"Revenge is a dish best eaten cold," says a Chinese proverb, and the communications between Behar Bajri and Ibrahim Lici suggest that the event has not changed the relationship between the two men.
To guarantee their friendship, Behar Bajri had made Ibrahim his son's godfather.

Ndër biseda, Behari i bën të ditur Ibrahimit se ish shoku i tij Astmeri gjatë kohës që shoqërohej me “profen” shante me fjalë shumë të rënda Sokol Licin dhe fisin e tij.
Nga ana tjetër e telefonit Ibrahimi e garanton se Astmeri nuk mund ta shante pasi e njeh mirë se kush dhe çfarë përfaqëson.
“Ka kenë gjarpër uji, është bërë gjarpër toke, i është forcu helmi”- thotë Behari.
Biseda e orëve të para të mëngjesit të 9 gushtit 2018 mes dy kumbarëve përqendrohet tek Asmer Bilali, apo dhe Arjan Zogaj të cilit vite më parë i kishin humbur disa rika.
Ibrafim Lici i thotë vjedhja ishte bërë nga Astmeri i cili sipas tij e kishte filluar “karrierën me vjedhje rikash” dhe maksimumi që mund të bënte ishte të rrihte dikë me grushta në mes të qytetit.
“Ka kalu një mur nja 10 metra lartë, a nja njëzet metra, ja ka vjedhë rikat Behar, ai bir k…” i thotë Ibrahimi ndërsa në sfond dëgjohet një zile telefoni prej të cilës dyshon se bisedën po dëgjonin dhe persona të tjerë.
Prokuroria beson se qëllimi i kësaj bisede ishte vendosja në konflikt mes Licit dhe Bilalit që dikur ishin shokë. Të njëjtën dyshim ngre dhe Ibrahimi.
“E fute intrigën itash. Është 100%, por për me e fut ta thashë, mos çaj kryet. Thuaja dhe Astmerit dhe Arjanit” – i thotë ai Behar Bajrit.
Pas kësaj bisedë Ibrahim Lici telefonohet disa herë nga Astmer Bilali i cili kërkonte sqarime për akuzat e vjedhjes së rikave dhe fjalët e thëna.
Ibrahimi dhe Astmeri flasin që të takohen sy më sy për fjalët e dala por po atë mbrëmje më 9 gusht 2015, Bilali merr një telefonatë nga Safet Bajri i cili i kërkon të takohet më të në Tiranë.
Prokuroria thotë se nga Tirana është hartuar dhe plani i ekzekutimit të Fatbardh Licit i cili do të vritej në orën 7 të mëngjesit më 10 gusht 2018.
Pas vrasjes, autoritetet hetimore kanë nisur një sërë veprimesh intensive për të zbardhur ngjarjen dhe për të mbledhur prova që implikojnë të dyshuarit. Një pjesë kyçe e këtij hetimi ka qenë përdorimi i përgjimeve telefonike. Këto përgjime kanë lejuar hetuesit të monitorojnë komunikimet e personave të dyshuar, duke shpresuar të zbulojnë biseda që mund të ofrojnë dëshmi për zbulimin e tyre në vrasje, motivet e mundshme dhe lidhjet me mes personave që morën pjesë në vrasje.
Dëshmitarët e heshtur
Linjat telefonike u bënë “dëshmitarë të heshtur” jo vetëm të ekzekutimit të Ibrahim Licit por dhe të marrëdhënieve mes dy fiseve në Shkodër.
Duke shpresuar të kapnin biseda inkriminuese që mund të bashkonin copëzat e enigmës së ekzekutimit të Licit, menjëherë pas ngjarjes autoritetet vendosën nën përgjime telefonike një numër të konsiderueshëm personash, përfshirë dhe anëtarët e dy familjeve Lici dhe Bajri.
In parallel with the answers, the prosecutors turned to the watchful eyes of the security cameras, which were numerous in Shkodra at the time.
Footage was collected and every vehicle that drove in the area where the crime occurred was thoroughly examined.
Two cars with the license plates "AA 339 JN" and "AA 837 SH" raised suspicions among investigators.
Visual data offered the potential to identify suspects and track their actions before and after the murder.
"On August 10, 2018, in the early hours of the morning, Safet Bajri (Rustemi), Astmer Bilali and EA, Safet Bajri's girlfriend, set off towards Shkodra in two vehicles, one of the 'Benz' brand with license plate AA 989 TE, used by Safet Rustemi and the other of the 'Volkswagen' brand with license plate AA 383 PN, used by Denis Brajovic," the prosecutor's documents state.
After arriving in Shkodra, Safet Bajri and Astmer Bilali got out of their cars and used a stolen gray 'Benz' vehicle, with license plates AA 760 FX.
The vehicle in which they approached the place where the rented bar of citizen Sokol Lici was located, where almost every day, at the same time, his brother, the victim Fatbardh Lici, who is also the uncle of Ibrahim Lici, would go and drink coffee.
After seeing the victim sitting outside the bar, the vehicle approached him. It is suspected that Astmer Bilali got out of the passenger door and shot him, leaving him dead.
After the crime was committed, investigators tracked the movements of the two perpetrators. They were seen driving their vehicles and then burned the vehicle used during the murder, to erase all traces. After burning the vehicle, Astmer Bilali traveled to Tirana in a Volkswagen owned by Denis Brajovic, while Safet Bajri remained in the Dobraç area, where he was seen collaborating with Behar Bajri to cover up the crime.
The prosecution's evidence and accusations have been contested by Safet Bajri's lawyer, who considered the prosecutors' findings outdated and his client innocent.
According to the lawyer, three judicial bodies evaluated the evidence and at the end of the trial his client was declared innocent.
"The evidence that was used to issue this security measure is already old evidence and has been investigated by 2 groups of prosecutors and evaluated by 3 judicial bodies and has not managed to accuse the client I protect, Safet Bajri, neither for this incident related to the murder nor for other incidents. I must emphasize once again that in order to reopen a closed case, new evidence is needed that is taken in harmony with each other," said lawyer Sokol Tahiraj for "shteg.org", who insists on the presumption of his client's innocence until the opposite is proven. / Lindita Çela-shteg.org/
