Over 20 victims/ How the clash between the Bajri and Lici tribes in Shkodra

SPAK has today arrested Safet Bajri, accused of involvement in the murder of Fatbardh Lici. The prosecution has intervened in a long-standing conflict between the Bajri and Lici tribes.

The conflict between two tribes in Shkodra has resulted in the deaths of nearly 20 people, but during this period other people connected to this conflict have also been executed.

Hamza Lici is the last remaining victim, after being killed in October 2024 in what was called the Dobraç massacre.  

Hamza Lici is the brother of Ibrahim Lici, who is accused of murdering Endri Mustafa in May 2021.

Ibrahim Lici was arrested in Turkey and later released after extradition was refused.

Ibrahim Lici's name was leaked in 2017, after information was received that fines were being imposed on businesses in Shkodra. At that time, the police carried out an operation, arresting a group of people, including Ibrahim Lici, but he was later released.

Ibrahim Lici was arrested along with his brother, Muhamet Lici, in March 2017 for leading a criminal group that imposed fines on Zdrale merchants in Shkodër. Muhamet Lici was sentenced to 13 years in prison, while the court released Ibrahim Lici.

Then another well-known tribe in Shkodra, the Bilals, enters the 'game'.

The situation became tense when Astmer Bilal's father and uncle were killed in Shkodra. The Lici tribe was suspected, but there was no evidence.

The most recent of the clashes was the murder of Endri Mustafa in 2021.

The police declared Ibrahim Lici wanted, but the latter said he had an alibi and that the Bilals had committed the murder.

According to the police, Lici is the main perpetrator of the assassination attempt on brothers Astrit and Brahim Bilali, an event that occurred on March 30, 2019.

They were executed at the gate of the house with Kalashnikov rifle fire and the event was investigated as a clash between rival gangs in Shkodra.

Clashes between the two groups, Lici and Bajri, in Shkodra are suspected to have started since the January 2018 assassination attempt on businessman Lulzim Kulla.

The remote-controlled explosion injured eight people, including Kulla. Later, in the same city, on June 18, Mehdi Kavaja was killed in his garage, a suspected revenge killing.

On July 15, 2018, the couple Boran Bërçana, a former police officer, and Silvi Ndoci were executed under the apartment they rented, while their 3-year-old child, who escaped the bullets, was also in the car with them.

Former police officer Bërçana was suspected of having ties to the Bajri group and former police officer Bërçana was also suspected of having ties to the assassination of Lulzim Kulla in 2018, and the murder is suspected to have been committed by the Lici tribe in Shkodër, who have ties to Lulzim Kulla, as he was their son-in-law.

On August 10, 2018, Fatbardh Lici, a member of the Lici family, brother of Sokol Lici and member of the Shkodra Municipal Council, Mustafa Lici, was murdered. This murder is suspected to have come as revenge from the Bajri tribe, following the murder of former police officer Bërcana.

On August 23, Agron Mollaj and Gëzim Hysa, nephew and uncle, disappeared, and today their bodies have not been found. These two citizens are suspected of having ties to the Lici tribe.

Then comes the murder of Arjan Ferracak, who was shot while in the Livadhe area on September 1, 2018.

On November 14, 2018, Fatos Ferracaku, cousin of Arjan Ferracaku, was murdered. Fatos Ferracaku was murdered in broad daylight, while selling fish in the "Rus" neighborhood.

In September 2019, after the start of the series of crimes, the police intervened by arresting suspected members of the “Bajri” criminal group. 12 people, including Astmer Bilal, were arrested in Albania, the Netherlands, Belgium and Spain.

Now the latest victim of this saga between enemy tribes in Shkodra is Hamza Lici.

The saga of gang conflicts in this city, which began in 2017, produced at least 20 victims and dozens of assassinations.
