SPAK reacts to Bajra's arrest: We have evidence, implicated in the murder

The clashes between the Bajra and Lici are suspected to have started with the explosive attack on Lulzim Kulla. After this event, Fatbardh Lici was executed and a saga of crimes followed, some solved and others still unsolved.

SPAK has officially reacted to the arrest of Safet Bajri, while charges have also been communicated to Behar Bajri and Asmer Bilali, who were arrested earlier on SPAK's orders as part of Operation 'Metamorphosis'.

Behar Bajri's arrest today is related to the event that occurred 7 years ago, when Fatbardh Lici, Mustaf Lici's brother, was assassinated.

The official SPAK announcement states that "evidence has been collected on which reasonable suspicion has been created that the persons under investigation, Behar Bajri, Safet Bajri and Asmer Bilali, planned, organized and carried out on 10.08.2018, in the city of Shkodra, the murder with a firearm of citizen Fatbardh Lici, a relative of citizen Ibrahim Lici. The motive for his murder is suspected to be related, among other things, to the attribution that citizen BB makes to citizen IL for the murder of his acquaintance, citizen BB",

"The Special Prosecutor's Office against Corruption and Organized Crime, within the framework of the investigations it is conducting for criminal proceedings no. 112 of 2019, has requested from the Special Court of First Instance the imposition of coercive personal security measures.

The Special Court, with decision no. 12, dated 17.02.2025, has decided:

– Assigning the personal security measure “Arrest in prison”, provided for by Article 238 of the Criminal Procedure Code against the persons under investigation BB; AB and SR, suspected of committing criminal offenses; “Premeditated murder” committed in the special form of collaboration, that of a structured criminal group to the detriment of the victim FL, “Structured criminal group” and “Commitment of criminal offenses by a criminal organization and a structured criminal group” provided for by Articles 78/2 and 28/4, 333/a and 334/1 of the Criminal Code;

On 21.02.2025, the General Directorate of the State Police executed security measures for the persons under investigation BB; AB and SR. 

"The Special Prosecution Office thanks the General Directorate of the State Police and the Shkodra Local Police Directorate for their cooperation in the execution phase of security measures," the official SPAK announcement states.

The assassination of Lulzim Kulla, the starting point of clashes between the Bajra and the Licë

On the morning of August 10, 2018, Fatbardh Lici, Mustafa Lici's brother, left his house and sat down at a bar in the Kiras neighborhood. It was 7:30 AM when the 53-year-old was drinking coffee with two of his acquaintances when a Benz vehicle approached them. An armed man got out of the vehicle and opened fire on Fatbardh Lici, killing him.

Fatbardh Lici, the brother of Mustafa Lici, known as Tata, and the uncle of Ibrahim Lici, the most wanted man at the moment by the police, was charged with the murder of Astrit Kurmema in 2011.

Suspicion at the time fell on the Kurmems, but the course of the investigation soon changed. The State Police managed to discover at that time that a fierce war had begun between the Lici and Bajri tribes.

The clash had its origins in the explosive attack on Lulzim Kulla, the son-in-law of the Lici family. Kulla was injured along with 8 other people.

Referring to reports of the time, Bajrat went to Mustafa Lici's family and made a bet according to the Kanun. The two families even became godfathers. But soon after, the murder of Fatbardh Lici occurred. Since this event, a series of mafia assassinations have been recorded with many killed and missing without a trace.

Meanwhile, at noon today, Safet Bajri was arrested by order of SPAK at his home in Dobrac. He is accused of executing Fatbardh Lici, together with Behar Bajri and his right-hand man. The accusation is official. Asmer Bilali's father and uncle were killed while he was in prison as part of the OAZ operation when he was hit together with the Bajri group.

Meanwhile, investigations are underway regarding what is considered the Dobracci massacre, which left 4 victims. Izmir Sakica and Samuel Troshani are also being investigated for the massacre.
