Hamza Lici and Arlind Bushati were the victims of what will now be remembered as the "Dobrač Massacre". They have not been accused of criminal events in the past. Perhaps, family feuds or social ties between them targeted them.
They pay with their heads for the crimes of their relatives and friends. This massacre took another life. A 56-year-old woman, mother of 3 children, who had nothing to do with the war between the strong Lici and Bajri families.
The late Flutura Basha and her husband Bashkimi were in the wrong place at the wrong time. Ironically, she lost her life in the area of Dobrač, where she originated. An area where the influence of the Bajri family, sworn rivals of the Lici family, is strong. Perhaps, the tragedy for the Basha family would have been avoided if the two spouses, Bashkim and Flutura, would have passed by the scene 60 seconds later or earlier, as long as the battery of the barrage lasted.
Or maybe, if the killers would be a little more humane to avoid innocent victims. The ones they consider cold enough as "collateral damage". Damages that for their families bring a void that can never be replaced.
The authors of that event are not known, despite the finger being pointed at the rivals of the Lici family in Dobraç. So, the Bajri family that has influence and even indisputable control in the area where the crime took place. The innocent victim brings to mind the SKY ECC file "Metamorfoza", as Behar Bajri wrote to one of his men to be careful not to kill innocent people.

In fact, Flutura Basha's death is just the latest victim in a long series of people who have been mistakenly killed in mafia assassinations. If we go back in time, in 1997, more than 1500 people lost their lives during the riots. A large part were accidental victims at crime scenes. Even in the following two years 1998-99, about 500 murders were recorded each year. There is no exact statistic, but accidental victims are estimated at several hundreds.
'This becomes much more painful when you consider that without conflict, or participation in crime, a person is in the wrong place and time where groups are settling scores among themselves. This is totally the state's responsibility' said the former prosecutor, Eugen Beci./ InsideStory
