Kenrik Karaj, described by confidential sources as the head of a network of "barn houses" in Birmingham, is suspected of laundering millions of pounds through the construction company ARK-AM in Albania and the aesthetic clinic Este Medical in Tirana and Kosovo. While ARK-AM received environmental consent for a 5-storey project in Farka without any verification of the origin of the funds, the question remains: Who checked them before they got the permits?
Confidential sources of the Pamphlet file Kenrik Karaj as the head of a network of pubs in Birmingham. Based in Britain since 2016, Kenrik Karaj made the first hit of 12 million pounds and circulated the money through a food company he opened in London LITTLE ITALIA LTD. Now, together with his family member Arblin Karaj, through the company ARK-AM Construction, he is suspected of laundering money in the construction sector in Albania. But the laundering network does not stop there. In Tirana and Kosovo, Este Medical Group operates as another vehicle for circulating dirty money, while the main question remains: Were these individuals verified before obtaining permits?
The permits that ARK-AM Construction received and how the file changed within 14 months
ARK-AM Construction sh.pk first applied in December 2024 to the National Environment Agency. The project was a complex with 1, 2 and 3 floor residential buildings in Farka, Tirana, and the Commission Decision No. 162, dated 06.12.2024, registers ARK-AM as entity no. 13 with application number AN041220240023, where the decision was Additional information, not approval.
Only 14 days later, in Commission No. 169, dated 20.12.2024, ARK-AM appears again with the same application number and this time the activity is described more precisely: Complex with 1st, 2nd and 3rd floor residential buildings, with service areas, 1st underground floor and a perimeter wall, while the location is specified on Ramazan Begu and Myslym Begu streets, Farkë Unit, Tirana. The decision was again Additional information. So twice within a month the file was stuck and did not receive approval.
But on February 18, 2026, in Commission No. 16, ARK-AM Construction presents itself with a new application number, AN211120250018, and the project has grown significantly. Now it is no longer 1-3 floors but a 4 and 5-story residential and service building, with 1 and 2 underground parking floors, again in Farka, Tirana. The Directorate's proposal was Additional Information, but the Commission assessed it as Agreed, so in 14 months ARK-AM went from a small project that was not approved to a larger project that received environmental approval, despite the technical administration requesting more information. These decisions are EIA, environmental impact assessment, not construction permits, but they constitute the first and most important step to start the works.
Mekanizmi i pastrimit: Si qarkullojnë paratë e "barit" përmes ARK-AM dhe Este Medical
Modeli i pastrimit që dyshohet se po përdoret nga Kenrik Karaj dhe Arblin Karaj ndjek një skemë klasike. Fillimisht, paratë nga shtëpitë e barit në Birmingham kalojnë nëpërmjet një kompanie ushqimi në Londër, ku Kenrik Karaj realizoi goditjen e parë 12 milion paund dhe aty paratë u futën në sistemin bankar përmes faturave dhe qarkullimit të mallrave fiktive. Pasi paratë laheshin në Britani, ato transportoheshin në Shqipëri përmes investimeve në ndërtim, sepse sektori i ndërtimit në Shqipëri ka kontroll të dobët mbi origjinën e fondeve dhe paratë e gatshme mund të shndërrohen lehtësisht në asete të patundshme.
ARK-AM Construction shërben pikërisht për këtë qëllim. Kompania paraqet projekte ndërtimi në Farkë dhe merr dakordësi, por askush nuk kontrollon nëse Arblin Karaj ka fondet e nevojshme për të ndërtuar një kompleks disa katësh. Paratë e gatshme nga Britania futen në kompani si kapital ose si kredi nga ortakët, pastaj shpenzohen për ndërtim, dhe në fund asetet e patundshme shiten për të prodhuar para të ligjshme.
Por rrjeti nuk përfundon me ARK-AM. Este Medical Group Tirana sh.p.k është një tjetër pjesë e mekanizmit. Kjo kompani, me seli te Garden Building në Rrugën e Kavajës, Tiranë, ka si ortake të pjestarë të së njëjtës familje Karaj. Për vitin ushtrimor 2024, Este Medical deklaroi fitim neto zero dhe kapital të nënshkruar vetëm 100,000 lekë, por fakti që një kompani pa fitim mbahet hapur tregon se ajo nuk operon për të gjeneruar të ardhura reale. Në vend të kësaj, Este Medical përdoret për të faturuar shërbime estetike që nuk janë kryer realisht, për të marrë para nga burime të dyshimta në formën e pagesave me kartë ose cash, dhe për t'i kthyer ato si të ardhura të ligjshme të kompanisë.
Klinikat estetike janë ideale për pastrimin e parave pikërisht sepse shërbimet si lazeri, botoksi, mbushjet dhe karboksiterapia nuk kanë një çmim standard të verifikueshëm, dhe askush nuk mund të provojë nëse një trajtim është kryer realisht apo nëse fatura është lëshuar vetëm për të kthyer paranë e pistë në të ardhura të ligjshme. Një klinikë mund të fatururojë qindra trajtime në muaj pa pasur nevojë të provojë se ato kanë ndodhur vërtet, dhe pagesat në cash apo me kartë kalojnë pa kontroll të burimit të fondeve.
The same Este Medical Group has also opened a branch in Gracanica, Kosovo, where, according to confidential sources, it is being used to circulate funds. Kosovo has weaker financial oversight and aesthetic clinics are cash-based businesses, with no verifiable inventory and invoices that can be easily inflated. An aesthetic treatment that costs 200 euros can be billed for 2,000 euros and the difference becomes laundered money. Furthermore, clients of aesthetic clinics are not checked for the origin of the funds, so money from drug trafficking in Birmingham enters Este Medical in Tirana and Gracanica as payment for services, then is withdrawn as dividends or transferred to other companies.
According to public records, ARK-AM Construction is owned by Arblin Karaj, while Britain's Companies House registers Kenrik Karaj as a director of Little Italia (Birmingham) Ltd, a company with net assets of only 964 pounds in April 2019. Kenrik Karaj brings the money from Britain and Arblin Karaj invests it in construction in Albania through ARK-AM Construction, while Este Medical Group in Tirana and Kosovo serves as an additional means to circulate and legitimize dirty money.
Who verified them before they received the permits?
When ARK-AM Construction applied in December 2024, the file was not passed and additional information was requested. But 14 months later, with a larger project and the same owner, the company received approval, despite the KTA Directorate having again proposed additional information.
Was Arblin Karaj verified before the Commission gave its approval?
Was a statement of the origin of funds ever requested for a project costing millions of euros?
Did the KTA Commission know that the same surname Karaj is linked to Kenrik Karaj, listed by confidential sources as the head of a network of pubs in Birmingham?
And for Este Medical, has any Albanian or Kosovar institution checked where the money circulating in that clinic comes from?
Has Kenrik Karaj declared the source of funds to open the branch in Graçanica?
A company with zero profit in Tirana does not open a branch in Kosovo without having another source of financing, and that source is not declared anywhere.
These are not accusations, but questions that an investigative article has the right to ask. Until these questions are answered by anyone, Albania and Kosovo continue to be places where money laundering occurs in plain sight, with the consent of institutions and without any verification of the owners of companies that receive millions of euros in permits.
