SPAK arrested the former deputy director of the Tirana Police, Erzen Breçani, under charges of money laundering and supporting the perpetrator of the crime. His involvement in the criminal group was analyzed through the "SKY Ecc" application and the Special Prosecutor's Office issued 11 arrest warrants on Monday.
Journalist Klodiana Lala has provided details on these two accusations against Breçan and where his role comes from.
According to the SPAK file cited by journalist Lala, Erzen Breçani stayed with a person part of this file, Bujar Gërmizi, who turns out to be the author who supported Nuredin Dumani in his travels to Kosovo from Kukësi.
"Mr. Brečani has two accusations. The first charge is about supporting the perpetrator of the crime, which is the case of Bujar Gërmizi. Erzen Breçani and Bujar Gërmizi have known each other for many years because Bujar Gërmizi came from the ranks of the police and he came from the ranks of the special forces. And they knew each other. And they stayed in a booth in the Kukës area, where for a moment, Mr. Breçani said that he was being intercepted by the police. And in these moments, says SPAK, he has supported a perpetrator of the crime. There is another detail. Bujar Gërmizi at that time was the man who supported and sheltered the repentant justice Nuredin Dumani. This is documented, says Nuredin Dumani. All the entrances and exits of Nuredin Dumani from Morina towards Kosovo and back, Nuredin Dumani passed without any problem due to the support and power that Bujar Gërmizi had. In this aspect, he was sheltered by Bujar Gërmizi. And by supporting Gërmiz, according to the prosecution, he also supported Nuredin Duman. At this moment, Mr. Breçani claimed in the presence of the lawyer today that he knows him as a friend, talked and advised Gërmiz to be careful in his communications because he was a police officer, but he denied being involved in criminal activity. At one point it is said that Gërmizi gave an encrypted mobile phone to Erzen Breçan, which was recharged when it was used earlier by Dumani. This remains to be clarified", said Lala.
The other charge, that of money laundering, according to the journalist, concerns an amount of 300,000 euros that Brecani had received from his son.
"He is also suspected of the criminal offense of money laundering because he received an amount of around 300,000 euros from his son. And he refused Mata's money, but at one point he tells the boy that 'you don't have to deal with this business anymore'. So it seems that he knows about his son's story, 'you should not deal with this business anymore, because you should not harm Albania, you cannot destroy me' and so on and so on and 'you gave me your word that you will be back'. But then it seems as if he has given up, as if he has lost the confrontation with the boy, and in another moment he says to him, what did you do with this? If you make the money, you can bring it to me that I need to invest in a hydroelectric plant that was being built. But on the other hand, Erzen Breçan's brother claims that this money, which was used for the purchase or the hydropower plant, was obtained through a loan," said Lala.
The eldest son of Erzen Breçani is one of the persons accused of drug trafficking in this file and is wanted. Breçani's son is married to the sister of Ervin Mata, a person also announced as wanted for this file and considered to be the leader of the drug trafficking gang.
