Ibrahim Lici , one of the most sought-after names of Albanian justice, wanted for the murder of Endri Mustafa, was arrested today in Turkey.
The saga of murders that is shaking Shkodra has once again brought to the stage a well-known name of the world of crime, who, although wanted by the police, continues to be part of mafia assassinations.
The police charged the murder of Endri Mustafa to Ibrahim Lici, who was also wanted for several other murders.
Shocking is the fact that, according to the police, a 15-year-old was also involved in the murder.
The police announced that they have arrested a 15-year-old EM minor citizen, who is suspected of having killed Endri Mustafa with a firearm in collaboration with Lici.
But who is Ibrahim Lici?
Ibrahim Lici is the son of the former councilor of Shkodra Municipality, Mustafa Lici. Recently, he has also been the subject of the structure, Operation Force of Law, while it results in the search for several sensational murders.
According to the police, Lici is the main author of the assassination attempt on the brothers Astri and Brahim Bilali, which happened on March 30, 2019. They were executed at the gate of the house with Kalashnikov bullets and the event was investigated as a clash between rival gangs in Shkodër.
Astrit Bilali, who died together with his brother on March 30, 2019, is the father of Astmer Bilali, the former boxing champion arrested as part of the "Bajri" group in Shkodër.
Astriti was a well-known businessman in Shkodër and in the city he was identified for his passion for horses together with his brother Brahim, who was the chairman of the "2 Aprili" association.
Endri Mustafa's relationship with Astmer Bilal
Yesterday's victim in Shkodër, Endri Mustafa, was friends with Astmer Bilal, while their names appear together in several criminal events.
We remind you that Mustafa was previously convicted for wounding, while in 2016 he was arrested after being accused of robbing a person in cooperation with some others, taking his personal belongings and money. Asmer Bilali was also declared wanted.
These persons, in cooperation with each other, are suspected of being the perpetrators of the criminal offenses "Theft with a weapon", "Intentional slight injury", "Unauthorized production and possession of weapons and ammunition" committed in cooperation, against citizens with the initials E .Gj and GM
How the clashes between the Lici and Bajri tribes started
The crime is the result of clashes between two groups Lici and Bajri in Shkodër, a clash that has registered several victims.
Everything is suspected to have started since the assassination in January 2018 against the businessman Lulzim Kulla.

Ish-polici Bërçana dyshohej se kishte lidhje me grupin Bajri që aktualisht janë të arrestuar dhe po ashtu ish-polici Bërçana dyshohej se kishte lidhje në atentatin ndaj Lul Kullës në janarin e 2018-ës dhe vrasja dyshohet se është kryer nga fisi Lici në Shkodër, që kanë lidhje me Lul Kullën, duke qenë se është dhëndri i tyre.
Më 10 gusht të 2018-ës vritet Fatbardh Lici, pjesëtar i familjes Lici, vëllai i të fortit Sokol Lici dhe anëtarit të Këshillit Bashkiak të Shkodrës, Mustaf Lici. Kjo vrasje dyshohet se erdhi si hakmarrje nga fisi Bajri pas vrasjes së ish-policit Bërcana.
Më 23 gusht zhduken shtetasit Agron Mollaj dhe Gëzim Hysa, nip dhe dajë, dhe ende sot nuk janë gjetur. Këta dy shtetas dyshohet se kishin lidhje me fisin Lici, ndërsa mendohet se pasi janë zhdukur, janë vrarë.
Pa kaluar shumë ditë, vjen vrasja e Arjan Ferracakut, i cili u qëllua teksa ndodhej me kalin e tij në zonën e Livadheve, më 1 shtator të vitit të 2018. Arjan Ferracaku, pak minuta para se të vritej, kishte komunikuar me Astrit Bilalin dhe ky i fundit e kishte thirrur që të dalë me kalë, pasi Astriti do shoqëronte disa turistë nga Kosova në Liqenin e Shkodrës.
Më 14 nëntor vritet Fatos Ferracaku, kushëri i Arjan Ferracakut. Fatos Ferracaku u vra në mes të ditës, teksa po shiste peshk në lagjen “Rus”. Më 20 mars ndodh një tjetër vrasje, teksa ekzekutohet me 20 plumba Ferdinand Polia, por që është një vrasje që është zbardhur nga Policia dhe nuk ekziston asnjë lidhje me përplasjet e grupeve Bajri-Lici, por me disa ngjarje të ndodhura në Itali, ku viktima ka qenë pjesë e një grupi kriminal atje, 9 vite më parë.
Në shtator të 2019, pas fillimit të serisë së krimeve, policia ndërhyri duke arrestuar anëtarët e dyshuar të grupit kriminal “Bajri”. 12 persona përfshi Astmer Bilalin, djali dhe nipi i viktimave të atentatit të së shtunës, u arrestuan në Shqipëri, Hollandë, Belgjikë e Spanjë.
Tre ditë më parë, saga e vrasjeve vazhdoi me Endri Mustafën dhe autor është sërish Ibrahim Lici.
Arrestimi si pjesë e bandës së gjobëvënësve
Ibrahim Lici ka një histori të gjatë përplasjesh dhe njihet nga policia. Ai ka qenë i arrestuar së bashku me vëllanë e tij, Muhamed Lici, në mars të 2017 pasi drejtonin një grup kriminal që u vendosnin gjoba tregtarëve të Zdrales në Shkodër.
Muhamet Lici i dënua me 13 vite burg, ndërsa gjykata e la të lirë Ibrahim Licin, i cili ishte kthyer në një ‘dhimbje koke’ për policinë e Shkodrës.

August 8, 2018, Fatbardh Lici, brother-in-law of Lulzim Kulla and brother of Mustafa Lici, was killed. The latter is a municipal councilor and leader of a political party with local scope.
On September 1, 2018, businessman Arjan Ferracaku was killed while riding with Asmir Bilal. It is suspected that the perpetrators of the assassination confused the target.
November 14, 2018, Fatos Ferracaku, Arjan Ferracaku's cousin, was killed in the popular market of Russia.
March 20, 2019, in the village of Grudë, Nard Polia, owner of a guesthouse in Theth, member of the administration of the Protected Areas, was killed.
March 30, 2019, the Bilali brothers were killed at the door of their house.
