Scandal at the Post Office branch in Durres

According to the investigation, the funds were intended for the distribution of pensions and social assistance in the Shijak and Kruja branches. Investigations are ongoing to identify other persons involved.

Three officials of the Albanian Post branch in Durrës have been arrested by the Police, suspected of having embezzled 69 million lekë, intended for the distribution of pensions and social assistance.

According to the police, the following were arrested:  Elisabeta Mataj, acting director of the Durrës Albanian Post branch, Valbona Doni, head of finance, and Paola Dana, cashier.

From the investigative actions, it is suspected that, during the months of April and May 2026, the three officials embezzled the amount of 69 million new lek, funds that were planned to be collected from the Albanian Post branch in Durrës for the Shijak and Kruja branches, with the aim of distributing pensions and social assistance to the citizens of these areas.

Criminal proceedings have been registered against the three officials for the offenses of "Abuse of office" and "Theft by abuse of office", committed in collaboration.

Police say investigations are continuing to identify other individuals who may have been involved in this suspected criminal activity.

"Following the operations to crack down on economic and financial crimes, the Corruption Investigation Sector in the Directorate for the Investigation of Economic and Financial Crimes, in the Criminal Police Department, in cooperation with the Durrës DVP and under the direction of the Durrës Prosecution Office, finalized the police operation codenamed "Branch".

As part of the operation, the following citizens were detained: -EM, 41 years old, resident of Durrës, with the position of director of the Durrës Albanian Post branch; -VD, 59 years old, resident of Durrës, with the position of head of finance at the Durrës Albanian Post branch; -PD, 39 years old, resident of Durrës, with the position of cashier/accountant at the Durrës Albanian Post branch.

Their detention was carried out in connection with the criminal proceedings registered by the Prosecution Office, for the offenses of "Abuse of Office" and "Theft by Abuse of Office", committed in collaboration.

The investigations suspect that, during the months of April and May 2026, these citizens embezzled the amount of 69 million new lek, which was planned to be collected from the Durrës branch of the Albanian Post, for the Shijak and Krujë branches, with the aim of distributing pensions and social assistance to the citizens of these areas.

" Investigations continue to identify and bring to justice other citizens who may have been involved in this criminal activity.  The procedural materials were referred to the Prosecutor's Office at the Court of First Instance of General Jurisdiction of Durrës, for further action," the police announced.

The investigation began after a criminal complaint filed by the Albanian Post Office at the Durrës Prosecutor's Office. After receiving the materials, the prosecutor in charge, G. Frëngu, ordered the immediate initiation of procedural actions and requested the support of the General Directorate of the State Police.

Sources indicate that the three employees are facing charges filed by the institution for breach of duty and abuse of monetary values. After the first investigative actions, the prosecutor decided to detain them, while investigations continue to fully clarify the suspected mechanism of abuse and the individual responsibilities of each.

Two days ago, the Albanian Post announced the dismissal of the director of the Durrës branch, Elisabeta Mataj, after an internal audit found irregularities in the administration of funds related to payment services.

According to preliminary data, it was initially suspected that around 700 thousand euros were missing from the subsidiary's fund. However, further verifications indicate an economic damage that could reach up to 3 million euros, while the final value will be determined by the Prosecutor's Office's investigations.

The Albanian Post announced that, after completing the internal audit, it took administrative measures against the employees involved and referred the case to the prosecution, filing a criminal report.

Elisabeta Mataj took over the management of the Albanian Post branch in Durrës in October 2025, after replacing Etleva Budini, who left office after being elected as a deputy in the parliamentary elections of May 11.
