New details have been revealed regarding the murder of Fatbardh Lici. According to the investigative file, and as SPAK has publicly announced through an official announcement, Lici was executed after the murder of former police officer Boran Bërçana.
This is because the Bajri tribe had suspicions that their friend, Boran Bërçana, who had been a police officer until a few months before the incident, had been executed in a car by Ibrahim Lici. But it seems that the start of these murders was simply the "release" of those that had been playing out "under the rug" for a long time.
According to SPAK, Behar Brajovic and Safet Rustemi (Bajri) were in Tirana on August 9, 2018, the day before the incident. They were also accompanied by Gjin Boriçi (killed on Behar Bajri's orders), Denis Brajovic, Arjan Zogaj and Eria Ago.
In the early hours of the morning, the day Fatbardh Lici was killed, Astmer Bilali had a telephone conversation with Ibrahim Lici. According to details from the investigative file of the Special Structure against Corruption and Organized Crime, Astmer Bilali called him and asked him about what Lici had said about him, accusing him of being the robber of Arjan Zogaj's "riches", writes Zeri.ai.
The tones are high and it seems that there is dissatisfaction between the two. Bilal wants to know what specifically Behar Bajri has said about him, while Lici tells him that he does not speak to him on the phone, but that they need to meet face to face to discuss conflicts and resentments.
Conversation
Ibrahim: Hello!
Asthma: Hey Ibrahim.
Ibrahim: I got it, you too.
Asthma: What did you do? How did you do?
Ibrahim: Okay! What are you doing, we're staying.
Asthma: Hmm, I'm fine (and continues to press the phone button to turn up the volume).
Ibrahim: I am here.
Asthma: What's the point of working, are they putting something in for nothing, what's the point?
Ibrahimi: Who is in vain?
Asthma: Aaa.
Ibrahim: Which one, which one?
Asthma: Are you okay?
Ibrahim: I have asthma.
Asthma: It seems to me that you have no waves.
Ibrahimi: Which one? It's useless.
Asthma: How?
Ibrahimi: What a waste (his voice rises).
Asthma: It's a joke, I don't know what to say, it's a joke.
Ibrahimi: Who told you who is in vain, and I'll tell you myself
Asthma: That's what they told me, something like that.
Ibrahim: Tell me who told you and I'll tell you.
Asthma: Yes, Behar told me.
Ibrahimi: I was telling Behar about the work of the rikas myself.
Asthma: Aaa, what is this talk? Did he say something or what?
Ibrahim: Yes, I told him.
Asthma: Aaa. What was that?
Ibrahim: What was it like?
Asthma: This is the work of the rickets.
Ibrahimi: The work of the rikas, you took each rikas in one place, you started with a little rikas and then from the rikas you started with a longer one, a shot, that's what I said.
Asthma: Okay, so what are these conversations about?
Ibrahim: But it's no use laughing.
Asthma: For fun...what do you mean by this conversation?
Ibrahim: What do you want me to tell you?
Asthma: Having said what you said, I don't need anything more.
Ibrahim: Tana, tana, tell me what you said.
Asthma: What did I say...?
Ibrahimi: I said a little, I said what they told me... tell me who you are, nothing more.
Asthma: Okay, the reasons why?
Ibrahimi: You've given the reasons. I'll tell you. Let's meet and I'll tell you the reasons without the reasons.
Asthma: Causes.
Ibrahim: No, I told them on the phone.
Asthma: Okay, okay.
Ibrahim: Yes.
Asthma: Okay, let's talk.
Here the conversation breaks off on Ibrahim Lici's part. Astmer Bilali tries to call him several times but Lici doesn't answer. When he picks up the phone, the tones rise even more, even taking on threatening features. One talks about 'selling', while the other asks to clarify things face to face. And he hangs up the phone again.
Ibrahim: Oh Asthma!
Asthma: Just pick up that phone. We were friends and talked to each other, it's not fun.
Ibrahim: Oh Astmer, let's talk up close.
Asthma: Yes, Ibrahim, yes.
Ibrahimi: Don't call at 1 am.
Asthma: I'll ask you, Ibrahim, what these crazy things are.
Ibrahim: Oh Astmer Bilali! Let me explain in detail, because I don't feel like talking to you on the phone.
Asthma: Talk to me on the phone because we've been together, how come you're not talking on the phone about the business of the rickshaw, what are these things?
Ibrahimi: Oh Asthmer! Put down the phone, Oh Asthmer! Let's stay close and let's explain ours.
Asthma: We're staying, but you don't have to stay with me, Ibrahim, with these things.
Ibrahim: But you have nothing to do, because you can't come to me.
Asthma: How?
Ibrahimi: I'm glad you had to drag me with a rope and chains to come to me, you didn't come.
Asthma: I didn't come to you, I didn't come for other business. I had nothing to do with you.
Ibrahim: I know why you don't come.
Asthma: You don't know anything.
Ibrahim: I explained it to you that day.
Asthma: You don't know anything, friend.
Ibrahim: O Astmer Bilal!
Asthma: I don't know why you don't come to me.
Ibrahim: Oh Astmer Bilal, let me tell you something... you are small, Oh Astmer.
Asthma: Little me?
Ibrahimi: We ate bread together
Asthma: We ate bread. You don't have to talk, I'm small, you don't have to talk because we know each other very well, who I am and who you are.
Ibrahim: Who am I?
Asthma: Well, you're not good at rickshaw work.
Ibrahim: Who am I, Asthmer?
Asthma: You're the only one who can't talk.
Ibrahimi: You should be proud of who you hung out with, Astmer, and who you had as a friend.
Asthma: You will have someone who is your friend in the first place.
Ibrahimi: And I'm ashamed of who you sold, Astmer.
Asthma: Who am I, what are you talking about?
Ibrahim: And you're ashamed of who you've become.
Asthma: What are you talking about?
Ibrahim: And what have you become, and who are you? You are very small.
Asthma: What have I done? Who have I betrayed?
Ibrahim: Let's talk.
Asthma: I'm not your friend.
After this conversation, Ibrahim Lici receives another call from Bilali, but he does not answer the phone. That same day, at 7 am, his uncle, Fatbardh Bilali, is executed in the neighborhood cafe.
