The show "Në Shënjester" revealed the investigative file in charge of the former director of the Albanian Road Authority, Evis Berberi, who was arrested a few days ago by order of SPAK on charges of corruption and money laundering.
This is the form of how power feeds friendship and proof of how public money as a form of abuse serves not only as a conjuncture to rise above, but also one day to touch the bottom. Evis Berberi was often rumored for major corruption abuses at the head of the Albanian Road Authority. However, he would not think that his end would come precisely from the corrupt partnership with his businessman friend, Valter Begaj, who was also already arrested by SPAK on charges of 'Corruption' and 'Money Laundering'. Where the two had thought of turning public money into a feast for each other, a company they had shared with each other for more than 20 years, from the time they both worked in a private company . A friendship which they seem to have confirmed even further, connecting it even more strongly through a business relationship.
But while Valter Begaj continued his work in business and Evis Berberi was catapulted into public duties, initially as an advisor to the Minister of Infrastructure and Energy, Belinda Balluku, business soon returned to power. And where better to have a friend than a manor, when he is in power, to do some work, which otherwise could not be done. This seems to be the case of Berber and Begaj as well. Where quickly from adviser, Berberi would be promoted to the head of the Energy Efficiency Agency, where he signed three tenders in favor of the company 'Net Group'. The company was in the name of none other than his friend, the businessman Valter Begaj.
The partnership that continued to grow during the time that Evis Berberi was appointed head of the Albanian Road Authority, one of the most important institutions in the country, also because of the portfolio he manages. Task, in which he also signed 3 tenders where the company 'Net Group', owned by his friend Valter Begaj, was part of the union of economic operators that turned out to be winners. But how did Evis Berberi connect with Valter Begajn and which company served further to commit corruption and launder money? A prestigious company in the hands of the two, who had sold and resold it several times, to hide the money trail.
"From the period September 2018-January 2019, Evis Berberi was the owner of the company 'DAAM', where he was the sole shareholder with 100% of the capital. Initially, this company was registered under the name 'B-VAAL ENGI-10' and then its name was changed to 'DAAM' shpk. Evis Berberi bought this company with the initial name for the value of 100 thousand ALL, from its founder Valter Begaj, in September 2018. Before this company changed its name to 'DAAM' shpk", the investigation file states .
But this was not the first and only stunt that senior state official Evis Berberi and businessman Valter Begaj performed with the aforementioned company. The company which in a short time, from a sale at ridiculous values, was resold at a record amount. But not only that, but absurdly, after this company was bought by the citizen Brunilda Buli, the latter sold the shares again to the businessman Valter Begaj. But this time, at half the price he had bought it from Evis Berberi.
"On January 31, 2019, Evis Berberi sold the company to Brunilda Buli in the amount of 500 thousand euros. Meanwhile, on December 23, 2021, Brunilda Buli sold this same company to businessman Valter Begaj, in the amount of 200 million new alleks," the file states. But, these would not be the only juggling with this company by Evis Berberi and his old friend, businessman Valter Begaj.
After this time, another citizen enters the game, the administrator of 'DAAM' shpk, Ervis Lami, also banned by SPAK, on charges of 'Corruption' and 'Money Laundering'.
"On February 21, 2022, Valter Begaj sold the company in favor of Ervis Lam in the amount of 200 million new ALL. But on March 29, 2022, Ervis Lami sold the company to Valter Begaj, against the amount of zero lek", the file states.
But in order to understand how this scheme worked, SPAK had to seize the mobile phones of the already arrested director of ARRSH, Evis Berberi, investigations which started in September 2023, after the data that were published in the media. An officer of the National Bureau of Investigation then set the Prosecution in motion. But what sank the director of ARRSH, was the dismantling of the Samsung cell phone, S 23 Ultra, in Ervis Lam's possession. That's where the communications between him, Evis Berber, Valter Begaj and Brunilda Bulit were discovered. Conversations which did not leave any guesses according to SPAK, that Evis Berberi was the de facto owner of the company 'DAAM' and controlled it indirectly, while as a senior official in the administration he took money to his accounts from the taxes of Albanian citizens.
"August 16, 2021 Brunilda Buli writes to Ervis Lam 'I'm sorry for writing at this hour. I want to ask you. We entered a tender in Kavaje with 'DAAM'. That someone in Kavaja called my dad and told him that there was a mistake in the papers.
Ervisi i përgjigjet: Po, po. Sot kemi dorëzuar letrat. Në dijeninë time dokumentet kanë qenë në rregull.
Brunida i shkruan: Po çfarë tenderi është?
Ervis i dërgon sms: Është një objekt për realizimin e projekteve të ngrohjes me kaldajë, në 4 objekte”.
Por gjatë kësaj kohe nga zbërthimi i celularit të Ervis Lamit, dalin edhe komunikime të tij me biznesmenin Valter Begaj, biseda që janë kryer nëpërmjet aplikacionit ‘Whats app bussines’.
Biseda 24 Shkurt 2020. Valter Begaj i dërgon Ervis Lamit 4 materiale në dukje si fotografi. Valteri i shkruan Ervisit: Kontratë me ‘DAAM’ dhe aplikim për licencë.

Valter Begaj i shkruan Ervis Lamit:
‘Viso please meqenëse more lejen dhe ndoshta shiheni nesër te zyra. Aplikimin për vete dhe ‘DAAM’ se do të futemi dhe me ‘DAAM’, te procedura e fondit, etj.
Valteri i shkruan Ervis Lamit: ‘Fola me Visin meqënëse i njeh të bëjë me shpejt për të dyja. Visin tjetër, atë të aeroplanit.
Ervis Lami i përgjigjet Valter Begaj
‘Po, po fola me të. Ja tani do ja çoj’.
Ervis Lami: Nesër po je të shohim dhe dokumentat për ‘DAAM’.
Sipas bisedave Visi tjetër, gjatë bisedës midis Valter Begaj dhe Ervis Lamit, rezulton të jetë Ervis Berberi, drejtor i Autoritetit Rrugor, ku ky i fundit kapet duket biseduar me Ervis Lamin, duke e orientuar se si të veprojë në lidhje me tenderin ku ‘DAAM’ do të marrë pjesë dhe dokumentet që duhet të plotësojë, nga vihet re se Evis Berberi do e ndihmojë në OSSHE.

Por edhe pse Evis Berberi në dukje nuk ishte më aksioner i shoqërisë ‘DAAM’, sipas SPAK ai e kontrollonte në mënyrë indirekte dhe përfitonte para prej saj.
Pas shitjes së kuotave të kompanisë ‘DAAM’ te shtetasja Brunilda Buli, më datë 31 Janar 2019, edhe pse nuk ishte më aksioner i kësaj kompanie, Evis Berberi është konstatuar që në periudhën 7 Shkurt 2019 deri më 10 shkurt 2020, ka tërhequr para cash nga llogaria e kësaj shoqërie me vlerën 1 930 000 lekë si dhe 75 mijë e 100 euro.
Po sipas hetimeve me qëllim fshehjen e këtyre parave, Evis Berberi ka menduar që këto të ardhura të siguruara në mënyrë të paligjshme, t’i investojë në pasuri të ndryshme. Kryesisht në ato të patundshme, gjë që ka rezultuar edhe nga hetimet në vazhdim, ku ai ka blerë sipërfaqe të konsiderueshme toke në fshatin Mangull të Tiranës.
“Nga hetimet e kryera rezulton se paratë që dyshohet se ka përfituar në formën e korrupsionit, Evis Berberi mendohet se i ka investuar duke blerë pasuri të paluajtshme. Konkretisht ai ka blerë 5 sipërfaqe toke në fshatin Mangull, Tiranë”, thuhet në dosje.
Natyra korruptive e marrëdhënies midis Evis Berberit dhe mikut të tij biznesmenit Valter Begaj, i cili ka pranuar se drejtorin e ARRSH, e ka njohur që nga viti 2004-2005, ku punonin në një kompani, dhe lidhja e tyre me kompaninë ‘DAAM’, vihet re edhe në mesazhet e tjera që janë gjetur në celularin e zbërthyer të Ervis Lamit.
Ku në njëri prej këtyre mesazheve, Lami i kujton Berberit se i ka lënë diçka të vogël në makinë, si shpërblim për nderet që u ka bërë.
Ervis Lami i dërgon sms Evis Berberit një fotografi në të cilën dallohet pjesa e një automjeti ‘Benz’, ngjyrë e zezë dhe i thotë: ‘Të kam lënë një palë syze peshqesh’.
Por këto nuk janë peshqeshet e vetme që Evis Berberi ka marrë nga kompania ‘DAAM’, tashmë në pronësi të Valter Begaj. Për punët që ai ka bërë si zyrtar në shërbim të tyre. Madje syzet e dhuruara duket se janë një simbolikë, krahasuar me shumën e parave që ai ka tërhequr nga kjo kompani.
“Nga bisedat midis Ervis Lamit dhe Valter Begajt rezulton se më datë 1 Prill 2020, nga llogaria bankare e shoqërisë ‘DAAM’ sh.p.K, pranë një banke, shtetasi Evis Berberi ka tërhequr në cash shumën monetare prej 30 000 euro.
