Talo Çela, Ibrahim Lici and Erjon Llapushi are currently the three most wanted persons by the Albanian authorities who are accused of a series of criminal events, after the arrest of Laert Haxhiu and Jani Alias in Greece.
Talo Çela, known by the nickname 'Lala'
The first on the list of the State Police is Talo Çela . For Talo Çela, SPAK demanded 19 years of imprisonment.
The criminals among themselves have given him the nickname "Lala". Divorced and the father of a daughter, not much is known about the former resident of Bradashesh. For the authorities, his name was filed for the first time on July 21, 2015 for a banal crime: An illegal construction in the village of Bradashesh.

In SKY, Talo Çela expressed concern that evidence could be found for his involvement in the super robbery and that if his name came out, he would flee to Brazil where he would change his identity. But his lawyer has opposed the action of the special prosecution, with the argument that they can only be indications and not evidence.

Ibrahim Lici, whose brother Hamza was assassinated on October 30, 2024, is considered the leader of the Lici gang in Shkodër. Lici himself was arrested in 2023 in Turkey and later released after extradition was refused. Hamzai, the victim of the October 30, 2024 assassination attempt, spoke from Turkey, saying his brother was innocent. But the conflicts between the groups continued.

Më e fundit e përplasjeve ishte vrasja pas futjes në kurth të Endri Mustafës në vitin 2021 te lagja “Livadhet”. Policia shpalli në kërkim Ibrahim Licin, por ky i fundit tha se kishte alibi dhe se vrasjen e kishin kryer Bilalët, duke ia hedhur atij me inskenim fajin. Dëshmia iu mor një 15-vjeçari, që tërhoqi Mustafën në kurth për një kalë, por më pas ky deponim nuk u konsiderua i besueshëm për Licin.
Ibrahim Lici është djali i ish-këshilltarit të Bashkisë së Shkodrës, Mustafa Lici, aleat i përhershëm i opozitës aktuale. Së fundmi ai ka qenë edhe subjekt i strukturës, Operacioni Forca e Ligjit, ndërsa rezulton në kërkim për disa vrasje të bujshme.
Sipas policisë, Lici është autori kryesor i atentatit ndaj vëllezërve Astrit dhe Brahim Bilali (babai dhe xhaxhai i kampionit të boksit Astmer Bilali), ngjarje kjo e ndodhur në datën 30 mars të 2019. Ata u ekzekutuan në portën e shtëpisë me breshëri kallashnikovi dhe ngjarja u hetua si përplasje mes bandave rivale në Shkodër.

Erjon Llapushi është autori i krimit makabër në një lokal në Elbasan më 2 tetor 2021. Llapushi kapi nga fyti kamarierin Gazment Kurmaku për një tavolinë, e kërcënoi me një thikë, e më pas e vrau. Ndërsa bashkëpunëtori i tij, Luan Dulellari nuk bëri asnjë lëvizje për të ndaluar shokun e tij apo për të mbrojtur viktimën, por u arratis.
