After the checks carried out in the Albanian territory, money, watches, jewelry, expensive bags, cars and drugs were seized.
The Special Prosecutor's Office has given details of Islam Sefa's arrest today, just a few meters from the door of the prosecution body.
According to SPAK, the German justice authorities, more specifically the Braunschweig Prosecutor's Office, have conducted investigations against a group consisting of several Albanian citizens, who, as part of a criminal group, during 2020-2021, imported into the Republic German Federal, in some episodes, significant amounts of marijuana-type narcotics. The amount of narcotics was mainly provided by Albania and Spain, which, after entering the German territory, was traded in the region of Wolfsburg, Magdeburg, as well as in other countries of the European Union.
For the interests of this criminal proceeding, the acts were administered by the German and French justice authorities, where from the review and analysis of the administered data, it became possible to identify 12 persons, of which 8 are Albanians and 4 are German citizens involved in the activity of illegal criminal in the field of drug trafficking.
" On the part of the structures of the General Directorate of the State Police and the National Bureau of Investigation, on 02.07.2024, in the vicinity of the premises of SPAK, it has become possible to execute the measure of personal security "arrest in prison" , for the person under IS investigation. Based on the acts and evidence administered up to this stage of the investigation, it has been proven that the arrested IS person is the leader and financier of this illegal criminal activity , SPAK announces.
The Special Prosecutor's Office requested the Special Court of First Instance for Corruption and Organized Crime to carry out some checks, requests which were approved by the court, and where 4 (four) court decisions were executed and implemented checks (of homes, businesses, vehicles, and people).

The Special Prosecutor's Office against Corruption and Organized Crime, based on the material referred by the Judicial Police Officers at the National Bureau of Investigation, has registered (mainly) criminal proceedings with No. 150 of 2022, for the criminal offenses "Trafficking in narcotic substances" committed in the special form of cooperation of the structured criminal group, as well as the criminal offenses "Structured criminal group" and "Commitment of criminal offenses by the criminal organization and the group of structured criminal", provided by articles 283/a, 28 point 4, 333/a and 334 of the Criminal Code.
Këto hetime janë realizuar në bashkëpunim të ngushtë me autoritetet gjermane të drejtësisë, strukturat e hetimit të Departamentit të Policisë Kriminale në Policinë e Shtetit, si dhe Byronë Kombëtare të Hetimit, për interesa të të cilave janë ndërmarrë një sërë veprime të rëndësishme hetimore.
Nga aktet e administruara për interesa të këtij procedimi penal ka rezultuar se, autoritetet gjermane të drejtësisë e më konkretisht Prokuroria e Braunschëeig, ka vijuar me kryerjen e hetimeve ndaj një grupimi në përbërje të të cilit kishte disa shtetas shqiptarë, të cilët, si pjesë e një grupi kriminal, gjatë viteve 2020-2021, kanë importuar në Republikën Federale Gjermane, në disa episode, sasi të konsiderueshme lënde narkotike të llojit marijuanë. Sasia e lëndës narkotike sigurohej kryesisht nga Shqipëria dhe Spanja, e cila pasi futej në territorin gjerman, është tregëtuar në rajonin Ëolfsburg-ut, Magdeburg-ut, si dhe në vende të tjera të Bashkimit Evropian.
Për interesa të këtij procedimi penal janë administruar aktet nga autoritetet gjermane dhe franceze të drejtësisë, ku nga këqyrja dhe analizimi i të dhënave të administruara është bërë e mundur identifikimi i 12 (dymbëdhjetë) personave nga atë cilët 8 janë shqiptarë dhe 4 (katër) shtetas gjermanë të përfshirë në aktivitetin e paligjshëm kriminal në fushën e trafikimit të narkotikëve.
Gjatë hetimeve janë evidentuar 9 (nëntë) episode dhe është provuar se sasia e lëndës narkotike të trafikuar është 912 (nëntëqindë e dymbëdhjetë) kg marijuanë, kurse vlera e lëndës narkotike të trafikuar kap vlerën prej 3.374.400 (tremilionë e treqindë e shtatëdhjetë mijë e katërqind) euro.
Për interesa të këtij procedimi penal, Prokuroria e Posaçme ka kërkuar në Gjykatën e Posaçme të Shkallës së Parë për Korrupsionin dhe Krimin e Organizuar, caktimin e masës të sigurimit personal për personin në hetim, dhe gjykata ka vendosur pranimin e kërkesës, caktimin e masës të sigurimit personal me karakter shtrëngues “arrest në burg”, parashikuar nga neni 238 i Kodit të Procedurës Penale.
Nga ana e strukturave të Drejtorisë së Përgjithshme të Policisë së Shtetit dhe Byrosë Kombëtare të Hetimit, më datë 02.07.2024, në afërsi të ambienteve të SPAK-ut, është bërë e mundur që të ekzekutohet masa e sigurimi personal “arrest në burg”, për personin nën hetim I.S. Bazuar në aktet dhe provat e administruara deri në këtë fazë të hetimit, ka rezultuar e provuar se personi i arrestuar I.S. është drejtuesi dhe financuesi i kësaj veprimtarie të paligjshme kriminale.
Prokuroria e Posaçme ka kërkuar në Gjykatën e Posaçme të Shkallës së Parë për Korrupsionin dhe Krimin e Organizuar, edhe kryerjen e disa kontrolleve, kërkesa të cilat janë miratuar nga ana e gjykatës, dhe nga janë ekzekutuar 4 (katër) vendimet e gjykatës dhe janë realizuar kontrolle (banesash, biznesesh, automjetesh, dhe personash).
Pas kontrolleve të ushtruara në territorin shqiptar, janë sekuestruar sendet e mëposhtme:
· 3.070 (tremijë e shtatëdhjetë) euro;
· 300 (three hundred) dollars;
· 2 (two) laptops;
· 4 cell phones;
· 1 DVR + Camera;
· Various jewelry;
· 1 (one) Rolex watch
· 4 bags of luxury brands;
· 3 vehicle keys;
· A BMW X5 luxury vehicle;
After the checks carried out in the German territory, the following items were seized:
· 1 (one) Mercedes Citan type vehicle;
· 3,095 (three thousand and ninety-five) euros;
· 2 mobile devices;
· 60 kg of marijuana divided into packages with the inscription "Kruja";
Investigations continue with the administration of evidence regarding the implication of other persons suspected of being involved in this illegal criminal activity.
