Murder of Chief Commissioner Artan Cuku, Prosecution seeks life imprisonment for the two perpetrators; how the conflict began

The Tirana Prosecution Office is seeking life imprisonment for Bledar Jambelli and Kristaq Leci, accused of ordering the murder of Chief Commissioner Artan Cuku in 2017.

The Tirana Prosecution has requested life imprisonment for the murderers of the former director of the Vlora Police, Artan Cuku.

The prosecution accuses Bledar Jambelli alias Rikardo Muho, as well as citizen Kristaq Leci, of the criminal offenses 'Murder of state police officers' and 'Illegal possession and production of weapons, explosive weapons and ammunition'.

According to the prosecution, Bledar Jambelli, who is known as a person of great social danger and has been pursued by investigative and police bodies since 2000, has been investigated and arrested for the murder of two citizens with the initials Sh.M. and E. Sh., during the period when the Vlora Police Directorate was headed by Artan Cuku.

But, the Prosecution emphasizes, during the trial he was found innocent and was released. According to the prosecution, in revenge against Artan Cuku for his arrest, Bledar Jambelli prepared the murder of the former Vlora Police Director.

The prosecution informs that to commit the crime, he made an agreement with Kristaq Leci and to carry out the murder, he also met Mikel Shallari, who was promised a payment of around 20,000 euros and that he would take it to Germany after committing the murder, convincing him to commit the crime.

Kristaq Leci is reported to have equipped Mikel Shallari with 2 pistol-type weapons, one a Zastava and the other a Clock with a silencer, while he himself followed the victim from a distance, observing.

Mikel Shallari shot the victim at least 8 times, leaving him without any signs of life at the scene.

The perpetrator was immediately arrested and after his arrest, he signed a cooperation agreement with the justice system and was sentenced to 10 years in prison after pleading guilty and apologizing to the victim's family.

"The investigations proved beyond any reasonable doubt that the murder was committed intentionally in the form of premeditation, driven by revenge motives and for the benefit of the two other accomplices," the Prosecution Office informed.

The prosecution stated that these 3 people collaborated under the direction of Bledar Jambelli to kill Artan Cuku.

"The organizer of this collaboration had the intention of revenge, while the assistant had the intention of helping his friend and at the same time the son of Mikel Shallari's aunt to gain money and helped him in committing the criminal offense, while Mikel Shallari had an interest in material gain in this collaboration and as a result the three committed the murder of the former director of the Vlora Police", the Prosecution emphasizes.

Why did Artan Cuku arrest the person who ordered his murder, Bledar Jambelli?

Pasi i dështuan përpjekjet për t’u liruar nga burgu dhe pasi siguroi statusin e të penduarit të drejtësisë, Mikel Shallari, ekzekutori i kryekomisarit Artan Cuku pranoi të rrëfejë njeriun që e pagoi për vrasjen duke rikthyer historinë e një arrestimi në vitin 2012, kohë kur Cuku ka qenë nëndrejtor policie në Vlorë.

Shallari i përmendi prokurorëve emrin e Bledar Jambellit, i njohur ndryshe si Rikard Muho nga fshati Mbrostar i Fierit. Jambelli ka qenë i arrestuar nga policia, si vrasës me pagesë në dhjetor të vitit 2012.

Ky arrestim, sipas Shallarit ka qenë motivi që Jambelli ka kërkuar ekzekutimin e Artan Cukut, pasi me iniciativën e tij ishin rihapur hetimet për disa vrasje në Vlorë.

Një vit më pas, në 2013, Artan Cuku u lirua nga detyra me urdhër të Drejtorit të atëhershëm të Policisë, Artan Didi.

Ndërkohë, pavarësisht rihapjes së hetimeve për vrasjen tek Pusi i Mezinit, Bledar Jambelli u lirua nga burgu, pasi në atë kohë u tha se nuk u gjetën prova.

4 vite pas arrestimit ai gjeti njeriun që pranoi të ekzekutojë Artan Cukun. Kontaktoi Mikel Shallarin, një i ri nga Kuçova, që banonte në Tiranë, në Qytetin Studenti.

Shallari i rrëfeu prokurorëve se me Bledar Jambellin komunikoi përmes kushëririt të tij, person ky i shpallur në kërkim.

Për vrasjen e Artan Cukut mori 3 mijë euro paradhënie. Pjesën tjetër të parave do ta merrte pasi të mbaronte punë, i ka thënë prokurorëve.

Kryekomisari u vra duke hyrë në shtëpinë e tij në Tiranë natën e 8 Prillit të vitit 2017. Ai u qëllua me 5 plumba, katër në gjoks dhe një në kokë.

Arrestimi që i kushtoi jetën kishte të bënte me një zinxhiri vrasjesh që nisnin që nga përplasjet mes bandave të Vlorës në vitin 1997 dhe vazhdonin përmes hakmarrjes dhe trafikut të drogës dhe prostitutave në Spanjë.

Bledar Jambelli u dyshua për vrasjen me pagesë të Amarildo Delajt në shtator të vitit 2012 dhe të fortit të Vlorës, Shpëtim Muka, në vitin 2006 te Pusi i Mezinit.

Dy ngjarjet lidhen mes tyre, pasi viktimat kishin krijuar konflikte në Spanjë me Sokol Ramën. Dy atentatet mendohej se u realizuan nga i njëjti person, Bledar Jambelli.

Zanafilla e konfliktit mes bandave të Vlorës

Më 27 shtator 2006, në Barcelonë të Spanjës mbeti i vrarë Slejdi Zanaj, nipi i Shpëtim Mukës. Për vrasjen u akuzua Sokol Rama.
Në vitin 2006 thuhej se vrasja pati si motiv luftën mes bandave shqiptare për rivalitetin e prostitucionit dhe drogës. Policia spanjolle arrestoi Sokol Ramën, por më pas u lirua për mungesë provash.

Më 11 nëntor 2006, Armando Zanaj, vëllai i Slejdi Zanajt vrau Leonora Ramën, nënën e Sokol Ramës, oficere e marinës. Leonora u vra në afërsi të godinës së Bashkisë së Vlorës. Armando Zanaj, atëherë 16 vjeç, u arrestua dhe në polici pati deklaruar se kishte kryer krimin për të marrë hakun e vëllait të vrarë në Spanjë.

On November 29, 2006, Shpëtim Muka and Edvin Shehu were executed near the house, while Edvin Zanaj, the brother of Leonora Rama's executioner, was injured. Sokol Rama was accused of ordering this murder, as revenge for his mother. The police, within a few hours, found the perpetrators' car abandoned, where there were also the traces of the arrested Jambelli, but until recently, his involvement in the crime had not been proven.

On November 1, 2007, in Tirana, near the "Koço Gliozheni" maternity hospital, Edvin Zanaj, the young man who had escaped an assassination attempt the year before, was killed. Sources from the investigation group at the Tirana Prosecutor's Office said at the time that they suspected that the murder had been ordered from the Spanish prison, where Sokol Rama was being held.

The latter was arrested in March 2007 in Madrid. From the operational information it was said at the time that Sokol Rama had made 10 thousand euros available and the paid person had performed the service, executing with a bullet in the head the 23-year-old from Vlora, who had been hiding in Tirana for several months. Only Armando Zanaj has been arrested for this chain of murders. Meanwhile, the arrested Bledar Jambelli does not appear to have any family connection with Leonora Rama. For this reason, the Vlora Police suspected that Jambelli could be a hired killer.
