New details have come to light from the serious incident that occurred on Thursday evening in Saranda, where 66-year-old Rexhep Ismaili was shot dead.
According to preliminary information, Ismail is not suspected of being the main cause of the conflict that led to the fatal collision at his bar, but was involved during a debate between several people over a property issue in the coastal area.
Sources close to the investigative group indicate that at around 9:28 p.m. on Thursday, six young men went to the bar near the intersection of the Saranda-Himarë road, after they had information that 50-year-old Tori Ruci, also known as Viktor Ruci, originally from Tepelena and a resident of the village of Gjashtë in Saranda for years, was there.
Who is Viktor Ruci?
According to sources, Ruci is a person with numerous criminal records since the early 2000s. He was released from prison on March 12, 2026, after being detained by the police on February 19 of this year due to an 8-month prison sentence in absentia for the criminal offense of "failure to report a crime", given in 2019. He was later released, as the sentence was statute-barred.
Ruci also turns out to have been involved in a drug trafficking group, busted by the Saranda police in 2018.
According to the investigation, one of the young men involved in the conflict had a dispute with Ruci over ownership of a bar in the coastal area and had previously clashed with him. For this reason, he had brought some friends with him and together they showed up at Rexhep Ismail's bar.
Sitting at a table on the veranda of the bar were Tori Ruci, Rexhep Ismaili and three other relatives or companions.
Immediately after the group's arrival, a physical conflict with hard objects began, with the main target suspected to have been Tori Ruci.
According to preliminary information, after the situation escalated, Rexhep Ismaili entered the bar and came out with a "Kalashnikov" type firearm, shooting several times at the group of young people.
The shooting is suspected to have injured one of the other group members. Meanwhile, the other side responded with a pistol-type firearm, where a bullet hit Ismail in the head, causing his instant death.
