In anticipation of the ODIHR's final report on the May 11 parliamentary elections, politics in the Assembly has restarted the process of amending the Electoral Code. In the eyes of the Council of Europe and the ODIHR, the majority appeared optimistic about a consensual reform, but the opposition has many doubts about the political will, also based on the recent past.
The lack of trust between the parties at the same table for electoral reform requires an arbitrator, the presence of third actors, internationals. This is also because the democrats aim to go as far as changing the system.
The only Albanian who stepped outside of political rhetoric was the state election commissioner, who proposed changes from election administration to regulations for political party financing.
How can the winner and loser accept each other? The Venice Commission says that the rules of the game should not be changed unilaterally by force of cards, while the CEC believes that last-minute changes undermine the process.
“ Football would not be a fun sport if the rules of a match were changed before every game. Especially if the rules were not set by FIFA bureaucrats, but only by a team. Even the leader of the socialist parliamentary group does not think like his party colleague, as Taulant Balla says that for both territorial and electoral reforms, the Assembly should turn to Venice.
With 83 of its votes and 3 of Tom Doshi's ally, the SP will remain a political "threat" to the opposition regarding electoral reform, as with or without agreement, the product must be ready as requested by the EU. ( A2 Television )
