Arab investor Mohamed Alabar, linked to the Tirana government and the disputed Durrës Port project, now intends to land in Ulcinj, in a new plan to conquer Lake Shasko (Shas Lake) with the next tourist project, in a well-known model of corruption and extortion of public assets...
When Mohamed Alabar emerged as the "savior" of the development of the Port of Durres, official propaganda in Tirana presented it as an epochal investment, with towers, yachts and millionaires that would bring development. But, the reality of that project was a dark concession, given without competition, without transparency and against the interests of the Albanian national economy.
Today, the same figure, with the same company, is knocking on the gates of Montenegro, in a scenario that is following the same logic of extortion.
The news that 'Eagle Hills', Alabar's company, has landed in Ulcinj to build an "eco-tourism center" near Lake Shasko, was presented as a development opportunity, but without any transparency on the contracts, the financial plan, or the environmental and social impact. For just over 5 hectares of land, Alabar is aiming to put under its control one of the most ecologically sensitive and symbolic areas for the Albanian community in Montenegro. As in Albania, where the port was taken from the citizens without any referendum or public consultation, in Ulcinj, too, the maneuver is being carried out quietly and in collaboration with several local owners, at the expense of the general interest.
Alabar is not an investor like the others. He operates where the state is captured, institutions are weak, and where government elites sell public lands in exchange for towers and the luxuries of the moment.
It started with Vučić's Serbia and the Belgrade Waterfront project, where the government gave public land in the center of the capital without transparency.
He continued with Rama's Albania, putting his hands in Durrës, the country's most strategic port, and is now spreading his tentacles in Montenegro, with the same model, the same philosophy: taking without competition, building without asking, and profiting without accounting.
The goal is not tourism, but control over strategic territories on the Adriatic coast. From landlocked Belgrade, Alabar is advancing towards the Albanian-Montenegrin coastline, in search of a "Real Estate State", where political power guarantees the land, and it brings in dark finances and invisible investors. In Ulcinj, where history, identity and nature merge, this plan is not only commercial, but also colonizing. A new form of occupation, in which concrete and capital take the place of citizens.
The time to stop Alabar is today. This investor does not bring development, but dead projects with empty towers and evicted communities. He has occupied Albania with the help of the government. Do not let him divide Ulcinj into pieces. Because, after Shasko, the turn will come for the entire Adriatic. / Pamphlet
