
A 139-page dossier kept in absolute secrecy was disguised as the “Albanian Plan,” as former IMF chiefs admit catastrophic mistakes toward Athens
A documentary that is shaking Greece and European circles has revealed for the first time the dark behind-the-scenes of the Greek crisis, the dramatic mistakes of the International Monetary Fund and the existence of a secret European plan for Greece's exit from the Eurozone, hidden behind the name of Albania.
In the fourth episode of the documentary produced by Greek journalists Eleni Varvitsioti and Viktoria Dendrino, former IMF managing director Dominique Strauss-Kahn publicly admitted that the first bailout program for the Greek economy had two major mistakes that plunged the country into recession and poverty.
" There was no magic wand to exit the program without austerity measures. But two mistakes were made. The first mistake was that we demanded reforms in too short a time and the second was that we underestimated the intensity with which the economy reacted ," Strauss-Kahn declared in the documentary.
The confession is considered one of the strongest admissions in recent years about the way the IMF and European institutions handled the Greek crisis.
The documentary also brings strong accusations against former IMF official Paul Thomsen, who, according to former European Commissioner Pierre Moscovici, had an extremely harsh approach towards Athens.
“ Thomsen was very tough on Athens ,” Moscovici declares, while the governor of the Bank of Greece, Yannis Stournaras, reveals that Thomsen had lost confidence in Greece’s ability to stay in the Eurozone.
" He believed that Athens could not withstand the discipline of the euro and tried to influence Berlin in this direction, so that Greece would not remain in the euro ," says Stournaras.
Even former Greek Finance Minister Euclid Tsakalotos directly attacks Thomsen in the documentary.
" It was a big mistake for Lagarde to make her the IMF's head of Europe. She didn't care about the truth and economic data, she was political ," Tsakalotos declares.
But the most shocking part of the documentary relates to the existence of a secret "Plan B" of the European Union in the event of Greece's bankruptcy and its exit from the euro.
The plan was codenamed "Albanian contingency analysis and plan".

According to the testimonies of European officials involved in drafting the dossier, the name "Albania" was deliberately used as a cover to avoid any suspicion or information leakage.
The idea was inspired by the Hollywood film "Wag the Dog", where the American president invents an imaginary war in Albania to distract public opinion.
" I have to admit that the idea came from me and was related to one of my favorite movies, 'Wag the Dog,' where the president starts a fictitious war in Albania as a distraction for the public. I thought 'Albania' as a distraction would do the job ," says one of the officials in the documentary.
The 139-page secret document contained detailed scenarios for Greece's bankruptcy, exit from the euro, the return of the national currency and the imposition of drastic capital controls.
Martijn Verwey, one of the main drafters of the plan, admits that Brussels calculated that the new Greek currency would immediately lose 60 to 80% of its value after exiting the euro.
The secrecy surrounding the dossier was extreme. European officials avoided any electronic communication, as the mere existence of a “Plan B” could cause financial panic in the markets.
" Exchanging emails about these matters was forbidden. We wrote the materials on isolated computers and when we met, we physically exchanged letters ," one of the participants in the documentary recounts.
According to them, the publication of the plan could create a "self-fulfilling prophecy", sinking not only Greece, but also the stability of Europe itself.
The documentary is being considered one of the strongest pieces of evidence behind the scenes of the Greek crisis and how, at the height of the financial panic, the fate of a European state was discussed in absolute secrecy, while Albania's name was used as camouflage for one of the European Union's most sensitive operations. /Prepared by "Pamphlet"
