The European Commission for the first time issued a report on the implementation of the law in Albania, where, in addition to many problems in the judiciary and administration, it focuses on the School of Magistrates and the RTSH.

In June 2023, the Governing Council unanimously elected a new General Director. The fact that the appointee has held the post of Secretary for media relations and civil society of the ruling party until September 2021 has raised concerns about the independence of the public broadcaster. Over 30 media workers have been fired by the newly appointed management. The media community has described it as a dark process that violates procedures. MPM has significantly increased the risk score, in relation to the independence of the public service media, after the above-mentioned appointment of the new General Director of RTSH ", the report emphasizes.

" Legal changes remain necessary to strengthen the capacities of the School of Magistrates. The fact that magistrates who have been dismissed from vetting are not prohibited from being part of the training staff at the School of Magistrates is another shortcoming. The last exam was closed in April 2024 with 382 applicants, thus marking the highest number of applicants since the adoption of the judicial reform in 2016. However, shortcomings have been reported regarding the organization of the first stage of the exam. This is evidenced by the large number of submitted complaints ", the report states.
