Deputy Enkelejd Alibeaj explained what happened last night in the Laws Commission where the PD-SP agreement on the new electoral code was approved, where, among other things, the lists for deputies are closed in 1/3 of them.
In an interview for "Report Tv", Alibeaj describes it as a bargain that has been going on for a long time to give the fourth mandate to Edi Rama.
"It didn't just happen yesterday. It took 8, 9 months, a bargain between Berisha and Rama. To give Rama the fourth mandate at the table without elections. 3 were the requests I filed 3 months ago. Albania one zone, effective diaspora vote and open lists. Albania a zone for a simple reason, for the equality of the vote. A Vlora vote is worth more than a vote in the north. As Albania is divided into 12 districts, the competition is for the last 12 mandates in each district. These are taken by the largest party, today it is SP. Therefore, what happened yesterday, the division of Albania into 12 zones was left in force. 12 mandates of Rama's SP take over. He takes them tomorrow, enters the election with a score of 12 to 0. Uses the budget, uses patronage, everything. Get 12 mandates ", said Alibeaj.
Furthermore, Alibeaj said that the proposal for 1/3 of the list and leaving the system as in 2008 came from Bylykbashi, that is, from Sali Berisha.

According to Alibeaj, with this agreement, the next parliament will turn into a puppet army of the two presidents.
" They made a system, 1/3 is fixed. Those placed here are not subject to a pre-emptive vote. They can become deputies even with 0 votes. 47 to 48 mandates become MPs only if the party chairman appoints them. With the result of 2021, not 47 but 96 MPs are appointed by the president. Only 44 are left to be chosen by the voters. The next parliament will not be with 140 deputies, but only with 2, the party leaders. The rest an army of puppets. They have returned it to the system of closed lists of 2008. What was approved last night contradicts the Constitution. At least it says in the Constitution that the lists are open. If someone closes the lists, let the party do it, but not force the Albanians to make a certain election ", said Alibeaj.
