The government has received a very strong slap from the European Union. While Rama boasts of the new justice and has taken the flag of the anti-corruption war, in fact, for internationals, Albania remains the most corrupt country.
The European Commission for the first time included Albania in its report on the rule of law, and the criticisms are endless. According to them, corruption is rampant in many areas, where Health, Cadastre, Education and Police are mentioned. Also, the EU emphasizes that the auditing authorities within the ministries are very weak.
" The perception among experts and business leaders is that the level of corruption in the public sector is high. In the Corruption Perceptions Index 2023 by Transparency International, Albania ranks 98th. This perception has been relatively stable over the past five years... Corruption risks seem to exist particularly in the health, education and property sectors, and within the police as well as the State Cadastre Agency. Internal controls and inspection mechanisms in the public administration are weak and ineffective. Digitization measures helped to deal with petty corruption, but did not address the main issues in internal administrative processes ", the report emphasizes.

According to the EU, crime makes good use of the level of corruption in the country. " The fight against organized criminal networks, which often use corruption as a tool, is a challenge in Albania, however BKH reports deficiencies in accessing all state databases, especially the State Cadastre data as required by law ", further emphasized.
Another concern is the concealment of assets from politics. According to the EU, the field of action of ILDKPKI is limited, as it does not include the part of businesses that are used by politics to hide assets.
About 4,000 elected and public officials are required to submit annual asset declarations. As of October 2022, asset declarations are submitted in electronic form and in hard copy. However, their publication has been suspended in 2023 by ILDKPKI due to suspected cyber security concerns. In 2023, ILDKPKI conducted 187 full checks for 187 candidates in justice institutions and 34 people in the State Police, the Guard of the Republic and the Police Surveillance Agency. However, the field of competence of ILDKPKI does not include the verification of assets hidden through private entities or through ownership by other individuals, which limit the effectiveness of audits , the report states. / Pamphlet
