Can the bargain be reached for 84 votes? The Assembly puts on the agenda
2017 meeting

Basha's initiative has been added to the calendar and will go to the plenary session on February 8.

A day after Edi Rama warned that he will try other ways to ensure the passage of the electoral reform and the laws with a qualified majority, the first signals have been given that things have started to move between the SP and Lulzim Basha's group.

The Assembly convened the Conference of Speakers today, where the calendar and work program for the next 3 weeks were approved. But an interesting detail stands out, as the SP has put a personal initiative of Lulzim Basha on the agenda.

The head of the DP has proposed the criminalization of defamation, requesting intervention in the Criminal Code. This initiative of Basha has been entered in the calendar and will be passed in the plenary session on February 8. This move, a day after Rama's message, seems to signal that something is happening behind the scenes.

Rama has 77 votes in the hall, including Tom Doshi's deputies, and he needs at least 7 votes. The only one who can help him is Basha, who has 8 deputies behind him. Maybe putting Basha's initiative on the agenda is an attempt at seduction?

But what exactly does Basha propose?

At the initiative of the head of the DP, it is requested that in article 120 of the Criminal Code, the article that talks about defamation, after the second paragraph, a third paragraph with the following content be added: "When this offense is committed by elected officials, during the exercise of the mandate, in the parliamentary sessions of the Assembly, or in any other form, constitutes a criminal offense and is punishable by a fine or imprisonment of up to two years .

In short, Basha demands that there be prison for the deputies, if they slander their colleagues. Basha's initiative took off after the attacks and accusations made against him by Berisha and the deputies who follow him.

The proposal for a harsher punishment for the deputy, according to the DP, is made "due to the influence of the publicity offered to their positions on the general public".

Prime Minister Edi Rama had a similar concern with Basha in 2015, when he proposed the criminalization of what he called "defamation of high officials". Even Rama, like Basha, claimed at that time that the damage done to society by the damage to the reputation of the officials, requires a prison sentence and not simply treating them as a civil case. At the time, Rama was forced to withdraw from the proposal after an avalanche of domestic and international criticism. But now the SP has found a path to Basha's proposal and has started to move. / Pamphlet
