Helicopter base in Farka, Minister Pirro Vengu cancels the 7 million euro tender

The Ministry of Defense has canceled the 7 million euro tender for the helicopter base in Farka. In the tender held at the end of last year, the Ministry of Defense disqualified the 5 lowest value bids and decided to declare the winner the Salillari company, which had offered the second highest price, almost 6.4 million euros.

But the decision of the Ministry of Defense was appealed to the Public Procurement Commission by the merger of companies between "Agri Construction", "Alko Impex Construction" and "Bami Holding" SHPK, which had offered to carry out the contract at a price of 5.4 million euros, or almost 1 million euros less than Salillari's winning bid.

While the second complaint was made by the merger of the companies "BE-IS", "Rruga Ura Asfaltim No. 2 Elbasan" and "ERGI", which had submitted a bid of 5.7 million euros.

After reviewing the documents, the Public Procurement Commission found the disqualifications of the lowest bids illegal. The PPC partially accepted both complaints, but decided that instead of changing the winner, it would order the Ministry of Defense to immediately cancel the tender.

But this story probably doesn't end here. The merger of the companies "Agri Construction", "Alko Impex Construction" and "Bami Holding" has also appealed the decision of the Public Procurement Commission in court, demanding victory in the tender.

Agri Construction is a company owned by Petrit Patushi. Alko Impex is owned by Arbër Abazi, while Bami shpk is owned by businessman Besnik Bami. According to the joint venture submitted for this tender, Agri Construction had 53.7 percent of the works, Alko had 37.4 percent, while the remaining part of less than 9 percent was owned by the Bami company.

Alko Impex is a very strong bone in the Public Procurement Commission. The Chairman of the Public Procurement Commission, Jonaid Myzyri, previously held the position of lawyer at the Alko company. Beyond this, Arbër Abazi has very close connections at the top of power. This was the right cocktail to bring down not only a powerful company like Salillari, but also Pirro Vengu./ Kapitali
