The secretary for legal affairs in DP, Ivi Kaso, has commented on SPAK's request for the house arrest of former prime minister Sali Berisha.
Kaso said that in his legal interpretation communication through platforms like "Skype" is not prohibited.
According to him, SPAK has requested something that is not provided for in the law, while he added that the complementary element of police officers near the apartment is required only for high-risk persons.
As for banning communication with people outside the family, Kaso said that Parliament only authorized the coercive measure of house arrest, not banning communication.
" Skype communication is not prohibited for me. SPAK requested something that the law does not provide. The measure of house arrest does not foresee anything like that. There is no provision for other complementary elements required by the SPAK, such as police custody, which is provided for persons at risk of breaking the measure, for serious crimes.
