European Parliament sends message to politicians not to interfere with SPAK's work...
The European Union has made it clear to Edi Rama that if he touches SPAK, he should forget about integration.
The Prime Minister has taken up the sword of EU membership, making it part of his campaign. But it seems that the situation is not as simple as the Prime Minister thinks. The European Parliament will soon adopt the progress report on Albania and according to the draft report, there is still a lot of work to be done.
In the draft report provided by " Pamphlet " submitted to the Foreign Affairs Committee of the European Parliament, a special emphasis is placed on the reform of the judiciary. While the EP has taken care to make it clear that there should be no interference with SPAK. Apparently, this came after the developments of the last week. Prime Minister Edi Rama launches a frontal attack on SPAK, siding with Sali Berisha, who has been attacking him for months.
“ The EP appreciates the key work of the Special Structure Against Corruption and Organized Crime of Albania (SPAK) in building a track record of investigation, prosecution and conviction in high-level corruption cases; warns against undermining the work of independent institutions such as SPAK;
Notes the challenges related to the quality and efficiency of the justice system, including the high number of vacancies in the judiciary, insufficient court staff, the quality of initial and ongoing judicial training, the consistency of judicial practice and the lack of a modern integrated case management system; notes that budgetary allocations are insufficient, particularly for the court component ,” the report highlights.

European Parliament:
1. Welcomes Albania's unwavering commitment to EU integration, reflecting consensus among political parties and overwhelming support among citizens, and appreciates its continued full alignment with the EU's common foreign and security policy and the promotion of the rules-based international order;
2. Welcomes Albania's ambition to conclude membership negotiations by the end of 2027 and the rapid progress made in recent years, in particular the opening of two sets of negotiating chapters in 2024;
3. Vëren se ritmi i anëtarësimit në BE përcaktohet nga progresi i vendit kandidat në përafrimin me acquis të BE-së, historiku i tij në zbatimin e tij dhe funksionimin e duhur të të gjitha institucioneve të vendit, dhe bazohet në sundimin e ligjit, qeverisjen e mirë dhe të drejtat themelore; i kërkon Shqipërisë të përshpejtojë reformat për të forcuar sundimin e ligjit, për të luftuar korrupsionin dhe krimin e organizuar dhe për të garantuar mbrojtjen e të drejtave themelore, duke përfshirë lirinë e shprehjes;
4. Mirëpret Instrumentin e ri të BE-së për Reformën dhe Rritjen për Ballkanin Perëndimor, i cili do t'i japë Shqipërisë 922 milionë euro grante dhe hua kur ajo të plotësojë kushtet e përcaktuara në Axhendën e saj ambicioze të Reformës;
5. Merr shënim miratimin nga Shqipëria të Planit Kombëtar për Integrimin Evropian 2024- 2026; bën thirrje për përpjekje më të mëdha për të rritur transparencën dhe për t'u angazhuar në komunikimin publik për integrimin në BE;

6. Insiston në rëndësinë e debatit politik konstruktiv dhe sjelljes së rregullt parlamentare si aspekte kyçe të qeverisjes demokratike; rikonfirmon përgjegjësinë e përbashkët të forcave politike të Shqipërisë për të forcuar dialogun politik konstruktiv dhe gjithëpërfshirës dhe për të kapërcyer polarizimin e vazhdueshëm politik në vend; thekson nevojën për një mbikëqyrje më efektive parlamentare, përmirësim të funksionimit të institucioneve dhe pjesëmarrje kuptimplotë të shoqërisë civile;
7. Merr parasysh ndryshimet e korrikut 2024 në kodin zgjedhor të Shqipërisë, të cilat mundësojnë votimin jashtë vendit të diasporës shqiptare dhe prezantojnë lista pjesërisht të hapura të kandidatëve; këmbëngul në nevojën për të adresuar dhe zbatuar rekomandimet e pazgjidhura nga OSBE/ODIHR dhe Komisioni i Venecias;
9. Rikujton se çdo rishikim i ligjeve të medias duhet të jetë në përputhje me rekomandimet e Komisionit të Venecias dhe duhet të bëhet në mënyrë transparente dhe gjithëpërfshirëse; vëren se nuk ka pasur përparim në përafrimin e kornizës legjislative me acquis të BE-së dhe standardet e BE-së, duke përfshirë Aktin Evropian për Lirinë e Medias4 ; kujton nevojën për të forcuar gazetarinë investigative, kontrollin e fakteve dhe shkrim-leximin mediatik me qëllim që të trajtohet gjuha e urrejtjes, dezinformimi dhe lajmet e rreme;

10. Përshëndet progresin që ka arritur Shqipëria në zbatimin e reformave në drejtësi, përfshirë procesin e vetingut, të përfunduar në shkallë të parë; megjithatë shpreh shqetësimin për ndërhyrjet e vazhdueshme politike dhe presionin mbi sistemin gjyqësor;
11. Nënvizon punën kyçe të Strukturës së Posaçme Kundër Korrupsionit dhe Krimit të Organizuar të Shqipërisë (SPAK) në ndërtimin e një historie të hetimit, ndjekjes penale dhe dënimit në rastet e korrupsionit të nivelit të lartë; paralajmëron të mos cenohet puna e institucioneve të pavarura si SPAK;
12. Notes the challenges related to the quality and efficiency of the justice system, including the high number of judicial vacancies, insufficient court staff, the quality of initial and continuing judicial training, the consistency of judicial practice and the lack of a modern integrated case management system; notes that budgetary allocations are insufficient, in particular for the court component;

Welcomes the adoption of national legislation to align with the EU acquis on anti-money laundering; notes the need to establish a strong asset recovery office and to improve the verification, investigation, prosecution and conviction of high-level corruption cases, including the confiscation and final confiscation of criminal assets;

Calls on Albania to continue to align its legal framework with the EU acquis on the fight against organised crime; notes the appointment of additional prosecutors in the Special Prosecution Office and the establishment of a financial investigation unit; appreciates Albania's participation in joint operations and cooperation within the framework of the European Multidisciplinary Platform against Criminal Threats (EMPACT) and with INTERPOL in the fight against organised crime. /Pamphlet
