New details continue to emerge from the 2026 budget draft. The government has submitted the draft to the Assembly and it is noticeable that there is a significant increase in the number of employees in the administration. Comparing it with the latest normative act of the current budget (Normative Act No. 10 dated 08.10.2025), there is an increase in the number of employees by 758 people. Currently, the administration has 86,354 people, while in 2026 it is expected to increase to 87,112 people.

Almost all ministries have seen an increase in the number of employees, starting from the Prime Minister's Office, Agriculture, Economy to the Parliament or Defense. Many of them are expected to have many new jobs. So it seems that Rama will reward the patronage supporters for the victory on May 11, since we all know that the ministry does not employ people who are far from the party's side. But it is not excluded that we will also have democrats, since Babloku's new scheme is to bring in the opposition.

Meanwhile, it is noteworthy that there is an increase in the number of employees for SPAK and BKH. According to the 2025 normative act, SPAK has 322 employees, while in the new budget this number is foreseen at 339. An increase in the number of staff is also foreseen for KLGJ.

According to the report, personnel costs for 2026 reflect the current cost of Public Administration, the full cost of wage indexation at 2.5%, and the effects of the entry into force of the minimum wage of 50 thousand lek per month. Total expenditures for wages in Public Administration at the central level for 87,112 employees are planned at 140.1 billion lek or 5% of GDP.

Budgetary expenditures for 2026 are programmed at 886.8 billion lek or about 31.9% of GDP, resulting in about 55 billion lek more than the revised 2025 plan. The government anticipates increasing the minimum pension to 200 Euros per month and the average pension to 400 Euros per month.

In addition to this policy, the full financing of the effect of the increase in the minimum wage of 50 thousand lek per month is foreseen, as well as the indexation of salaries for public administration at a rate of 2.5% starting from January 1, 2026. /Pamphlet
