During discussions in the Economy and Finance Committee on the actual budget for the year, DP MP Jorida Tabaku said that the government has failed to implement a medium-term budget programming, giving credence to the findings of the Supreme State Audit Office (SSA).
" Today there is no longer a clear, medium-term programming of the state budget ," said Tabaku.
" The SAI has evidenced that the government approves a budget at the beginning of the year, but in the end it changes through a series of normative acts, losing any connection with the initial planning. "
The opposition MP emphasized that, according to the ALSHI report, around 20% of capital expenditures are realized in the last days of the year, which shows a significant lack of efficiency and planning by the Ministry of Finance.
" How can a Ministry that fails to allocate and implement investment funds properly be called functional? This is institutional incompetence and failure in managing public finances, " she added.
Tabaku also noted that the reconstruction process has been carried out largely without budgeted funds, calling this a blatant example of a lack of fiscal discipline.
" This is a budget that changes from January to December, which does not reflect economic priorities, but political decisions," Tabaku concluded, demanding that the Ministry of Finance implement the recommendations of the Albanian Supreme Audit Office and restore medium-term budget programming.
