The Commissioner for Civil Service Supervision, Pranvera Strakosha, reported today to the Laws Committee, within the framework of the annual reports that institutions make to the Albanian Parliament.
During the discussion, MP Gent Strazimiri asked Pranvera Strakosha if she was aware of a form that had been sent to the administration, where they were required to record the names of family members for the elections, an issue that he said was also raised in the OSCE-ODIHR report. She said she was not aware of such a form.
The debate
Gent Strazimiri : Do you have any case, even one, where the head of an institution abuses restructuring? Sometimes they call it something else. Do you have any case where, although the decision has been made to return to work, the job exists, but the name has been reformatted and the head unintentionally knows it?
Strakosha : I can't say if there was any such case in 134 cases. I can't tell you exactly.
Strazimiri : If you had a single case, you would have remembered it. Have you had repeated cases where forms were distributed to the Administration, which were forced to be filled out by their family members by patronage agents?
Strakosha: I am not aware of these forms being distributed. Neither by email nor by hand.
Strazimiri : Is there a case where out of these 16 monitors that you pay to go out and monitor the situation, one of these employees participates in electoral meetings.
Strakosha: If they participated, in what meeting, during working hours, we have no knowledge. We have no reports. What they do after work, that we know, because we don't know them by face.
Strazimiri: The patronage players were part of the administration. They influenced the vote. That's what the OHDIR report says.
