Prime Minister Edi Rama has spoken again about the suspension from office by decision of the GJKKO, of the Deputy Prime Minister and Minister of Energy and Infrastructure, Belinda Balluku.
He reiterated once again that the appeal he filed with the Constitutional Court is not a political battle, but an institutional one.
Balluk's suspension
The head of government said that the reason why he appealed the security measure imposed on Balluk to the Constitutional Court is because, according to him, this action, which "de jure" is called a suspension, "de facto" is a brutal subjugation of the executive.
"Once again, I want to reiterate my position regarding the necessity of not undermining the fundamental principle of maintaining the balance between constitutional powers in the Republic of Albania.
Once again, I want to emphasize that the appeal I have filed with the Constitutional Court is not a political battle, nor is it an infringement of justice, nor is it pressure on anyone, including these explanations, which are necessary for those who have entrusted me with the privilege of leading this country, but it is an institutional battle, a fundamental battle to protect the boundaries between powers and to prevent the taking over of the exclusive powers of the prime minister, government, and parliament by a prosecutor of a court, a precedent threatening democracy, in the most direct sense of the word, and completely unknown in Europe and the entire democratic world.
"This action, which "de jure" is called a suspension, but "de facto" is a brutal subjugation of the executive, brings consequences after consequences every day," Rama said.
Two key institutions without a head, the directors of ARRSH and KESH under arrest
As a new argument of the consequences that Balluk's suspension brings to the governance of the country, Prime Minister Rama also brought up the blockage of the work of the Albanian Road Authority and the Albanian Electric Power Corporation, since the 2 respective directors of these 2 institutions are under house arrest at the request of SPAK and the decision of the GJKKO. The number one of the executive says that the only minister in the government cabinet who can appoint the new directors of ARRSH and KESH is the Minister of Energy and Infrastructure, but who is currently unable to exercise her duties.
"The reason why I share some examples with the public is to fully understand what has happened, what we are going through and what we are trying and am trying to do, by addressing this surprising and surprising issue in the Constitutional Court, and to share, not only the consequences, but also the damages that could become incalculable.
For example, the director of ARRSH and the director of KESH have been placed under house arrest. It doesn't matter what I think about the reasons for these detentions, because yes, this is the job of the prosecutor and the judge - for as long as, as the authorities of the Council of Europe have noted with concern more than once, detentions and house arrests, without trial, have become "bread and cheese" in Albania. But the fact is that they are not investigated while free, and so what is the consequence? The consequence is that two other key institutions for the country, which cover the national road infrastructure and the national energy infrastructure, are left without a head. However, why is this consequence now directly linked to the suspension and why does this consequence now become irreparable, since the suspension, not only undemocratic, but also illogical, of a cabinet member makes it impossible to replace them, since the law does not give anyone else, except the exclusive authority of the minister, the right to these designations. It is as simple as that why a minister cannot be suspended as if he were a public official of any other level

Ça do me thënë që kanë ngelur institucionet pa drejtues? Ke vënë hajdutë dhe abuzues me detyrën, normalisht që do pezullohen se prishin provat.
Sa më shumë që flet Rama, pyetjet në mendjen time shumohen dhe kurioziteti kulmon! Pse janë të domosdoshëm këta drejtues? të pazëvendësueshëm? A mund ta justifikojë Rama? Belaja te jape dorreheqjen si kudo ne evrope e boten demokratike. Ne momentin qe gjyqesori merr te pandehur nje drejtues politiko adminisrativ, ky i fundit jep dorreheqjen automatikisht. Turp nga Kryeministri qe mbron pa asnje argument te vlefshem, korrupsionin dhe trafikun e influences se qeverise se tij. Trafiku i influences nuk eshte as politike e as diplomaci por vetem vjedhje arrogante e te mirave dhe interesit publik.

Po si ste vjen turp more, kaq e pa zevendesueshme jane keta qe kane bere kerdine.. duhet me i than falemindertit spakut dhe gjykates qe ngriti nje akuze qesharake njesoj sic ja ka vendos edhe atyre te shkreteve , anetareve te komisionit te vleresimit te ofertave qe kan firmos edhe nga padijenia, edhe per te mbajtur vendin e punes per nje rroge 500 euro ne muaj.. Aty ka grup te strukturuar kriminal more pallosh i gjate, por per momentin nuk po veprojne se skan cte bejn ata te spakut.. i nxirni ne rruge ju...
Pse gjen pretekse dhe nuk i zëvendeson Ballukun dhe të tjeret ?! Kaq e veshtirë eshte kjo ?! Kur në Shqipëri janë me mijera më të mirë se këta bile edhe më të mirë se vet ky Rama ! Siç duket e kujton veten të pazevendesueshem dhe zagaret e tij po ashtu!
Haha janë të pazëvendëzueshëm. Si duket nuk ka hajdutë më të mëdhenj për ti zevëndësuar...
Eshte thjesht nje reagim i turpshem. Sa me shume prononcohet me shume e demaskon veten. Por me sa duket nuk ka rruge tjeter. Belinda nuk eshte per ti shitur. Keta jane bande.
Ik ore plehre, mbyll gojen dhe mos fol me!
Sa me shume kohe kalon, duket sheshit se na ka qeverisur nje bande hajdutesh te kapur ne flagrance, te zhytur ne zullum, te pasuruar ne menyre marramendese, qe ju duket vetja pronar te ketij vendi. Sidomis kjo qasje e re e kryeministrit, nje sjellje ordinere, se normal se jane bashke eshte vertet e neveritshme. Keta meritojne vetem poshterim dhe neveri.
Mos u merrni me Ramen. Eshte ne pozite te veshtire. Balluku e kercenon se do e marr me vete. Eshte i detyruar te bej deklarata te tilla, qe ne fund ti thote lubise qe u perpoqa bera cfare munda po nuk arrita. Ndaj nuk eshte se nuk di cfare ben, por do ta kaloj kete dallge ku eshte i mbytur koke e kembe. Jane grahmat e fundit te nje njeriu te deshperuar. Dhe lobi cifut qe e siporto nuk po i del me per zot.
Thirrje kërkohen hajdutë për ti zëvendësuar

Po e sabotojne te shkretin. I bej thirrje kushtetueses ti jap nje dore. Dhe SPAK qe me kete gure ti marr me vete 2 zogj, se si dy zogj me duken.
Ah more halldup, leri prrockat qe po bene prej kaq ditesh, qe vertitesh verdall per te mbrojtur hajdutet qe ke mbushur qeverine dhe gjithe institucionet shteterore, nga koka jote dhe deri ne baze, qe sipas jush fajin e ka drejtesia qe ata vjedhin milionat e popullit dhe po i arreston. E kuptoj je ne hall te madh se te rane te gjithe njeheresh dhe duhet kohe qe te gjesh hajdute te tjere per ti zevendesuar, sepse ti je pikerisht ne ate pozicion per te emruar hajdutet dhe kriminelet ne keto institucione, dhe per ti mbrojtur kur ata vjedhin dhe i kap carku i drejtesise dhe per asgje tjeter! Populli thote nje llaf te mencur: ME MIRE DJEPI BOSH SE ME KETA SHEJTAN BRENDA, pra do shpetohen milionat qe do vidhnin keta shejtanet e tu, prandaj leri vendet bosh dhe populli do dali me i fituar, se nuk do shpenzohen parat qe do vidhnin keta hajdutet e tu, dhe sa per dijeni ato qe beni ju nuk kane asnje vlere se ato ndertohen sot dhe kur bije shiu neser i shkaterron sepse parat nuk hidhen per te ndertuar me cilesi por per ti mbyllur syte "VEPRAVE TE TUA" dhe per ti vjedhur parate e popullit. E mira e popullit e kerkon qe edhe ti bashke me BELINDAT, MANASTIRLLESHKAT, SPIROPALKAT, DENAJT, IBRAHIMAJT, XHACKAT, etj te shkoni vete ne SPAK dhe mos prisni tju therresin ata, se po na humbeni jo vetem parat por dhe kohen, se kemi 35 vjete qe ju LLAPAQENOSENI PER DEMOKRACI dhe na keni sjell fashizmin, drogen, krimin e organizuar, prapambetjen dhe injorancen, etj., etj. Hapni rrugen se na e keni mbyllur me ferre!
