Reliable political sources confirm that Edi Rama is in the final stages of a plan to change Albania's constitutional system and build a model identical to that of Erdogan's Turkey.
The tacit agreement with Sali Berisha includes the sharing of benefits: for Rama, a direct presidency with a 7-year mandate and total control over the government; for Berisha, a new Senate that grants him lifelong immunity.

Behind the scenes, Edi Rama is meticulously implementing a scenario he has been preparing for a long time: the transformation of Albania into a Presidential Republic, with a model imported from Recep Tayyip Erdogan's Turkey.
This political plan, which has been circulating in narrow circles of power for two years, is entering its final phase.
In the version being prepared for approval in 2026, the head of state will be elected by the people, will lead the government, and will have a 7-year mandate, with the right to be re-elected for a second term.

Essentially, this change destroys the parliamentary model built in 1998 and turns Albania into a centralized system where the President of the Republic also becomes the Prime Minister.
For Rama, this is the only way to ensure eternal political and juridical immunity; a shield against the impending investigations and international pressure to remove him from power.
While for Sali Berisha, the silent ally of this plan, it will be the final salvation: the creation of a new Senate, where he and a small group of political figures will receive the status of “eternal senators”, with absolute immunity from criminal prosecution.
This silent Rama-Berisha bargain is the basis on which the constitutional project is being built that will radically change the system of government.

According to sources close to the government cabinet, the changes to the Constitution will include three essential points:

1. Election of the President by the people, with a 7-year mandate and the power to form the government.

2. The creation of the Senate, as the second chamber of Parliament with a permanent mandate for former heads of state and former prime ministers.

3. Amending the electoral law at the request of the DP, which guarantees the inclusion of the opposition in the agreement on territorial reform and new electoral rules.

In exchange, Berisha receives the guarantee that any criminal proceedings against him will be automatically terminated once the new Senate structure is approved, a disguised constitutional amnesty that definitively removes him from the jurisdiction of SPAK and any Albanian court.

This project is scheduled to be finalized by January 2026, to pave the way for triple elections in 2027: presidential, parliamentary, and local.
At that point, Albania will have a new model of government with a strong, popularly elected President and a permanent Senate that controls every political decision.

Behind the scenes, Rama has begun a total purge of the Socialist Party of any figure who might rival this plan.
Names like Saimir Tahiri, Ditmir Bushati, Damian Gjiknuri, Erion Veliaj, Belinda Balluku, and Elisa Spiropali are already outside the orbit of power, neutralized through investigations, distancing, or political blows.
If Erdogan arrested his people to take full control of the AKP, Rama has chosen the softer, but equally effective version: to politically eliminate them one by one.
Reliable sources claim that Spiropali is next on the list of blows, after her husband's appearance in SPAK.

In the first phase, Rama has built the institutional basis of absolute power: control over parliament, government, judiciary, police and media.
The second phase, which is now being prepared, is the constitutional transformation; the legal code that gives shape to what has in fact long existed: a regime with a single decision-making center.
Like Erdogan in 2016, Rama is preparing to justify this change with the rhetoric of “state stability and efficiency”, selling the idea of ​​a “modern republic with a strong president” to public opinion.

In essence, this is not simply a project for power, but Rama's political and legal survival strategy.
When the time comes for justice to knock on his door, he will no longer be Prime Minister; he will be President of the Republic, with lifelong immunity.

Albania is thus entering the most dangerous phase of its transition:
From parliamentary democracy to a personalized presidential republic, where power is not shared, but concentrated.
