One of the silent clashes between the head of the National Bureau of Investigation (BKH), Aida Hajnaj, and the head of SPAK, Altin Dumani, has been precisely the investigative file for the Mayor of Durrës, Emiriana Sako, regarding the waste disposal affair in the Tirana Landfill.
The file, which was initiated as an investigation by the BKH in April 2023, shows a clear theft scheme, with financial damage identified in the amount of 3.3 million euros, in the first contract worth 13.7 million euros with VAT.
The scheme is classic: the tender was conducted through negotiation without advertising and without competition, with an estimate artificially inflated by 25% above the real cost, giving the predetermined winner, the company "Integrated Energy Bv.Spv" of Klodian Zoto and Mirel Mërtiri, the opportunity to benefit from 99.8% of the limit fund.
The contract itself was signed by political order from above, while the winning company was previously secured by Mayor Sako herself, who has been known as the "Beyleresha of Durrës" for five years.
According to the investigation conducted by BKH, the contract was for the evacuation and disposal of 80 thousand tons of waste per year, but in reality only 58 thousand tons were evacuated, while payments were made at the full 100% value, for an unrealized amount. What is even more aggravating is the fact that for the second additional contract, worth 4 million euros, BKH found no tender dossier, neither in the Municipality of Durrës nor in the landfill company, only invoices and payment orders sent to the State Treasury, and from there paid directly into the bank accounts of the Zoto-Mërtiri company.
SPAK first summoned Emiriana Sako to the office on May 17, 2024, more than a year after the investigation began. However, after her questioning, the investigation continued for several officials of the Municipality of Durrës. However, in October 2024, by order of SPAK, the BKH group of investigators was prohibited from furthering the investigation. The file was not closed and no criminal proceedings were initiated, while Emiriana Sako's status was changed to "person with knowledge", paving the way for the quiet closure of the case.
Since then, for 8 months, Sako's file has been on hold with the status "pending due to lack of confirmed evidence", even though the evidence has been collected, verified and compared with financial data. Meanwhile, Emiriana Sako continues her activity with the same scheme, distributing tenders worth millions of euros and benefiting through the company "Mektrin Motors", which is owned by her husband. This company has received large contracts from municipalities and government institutions for various supplies and services.
Sources from within BKH, SPAK and the Municipality of Durrës confirm that the interventions to block the investigation of this file were made by a SPAK prosecutor, originally from Durrës, who is closely connected to the husband of Mayor Sako, a well-known businessman in the car trade, import-export and construction.
This file is a typical example of what happens when political interests, family connections and financial deals interfere with criminal justice, making it a selective and biased system. SPAK, instead of acting on the basis of evidence collected by the BKH, chooses to withdraw in such cases, especially when it comes to figures protected by Babloku himself.
This is no longer just a criminal matter, it is a deliberate institutional act of tolerating theft with documents in hand, and proof that no one can touch the real scheme that extends from the tenders in Durrës to the silence of SPAK in Tirana./ Pamphlet
