At the SPAK desk, based on a report, several denunciations and the findings of the KLSH, the handcuffing of the former mayor of Vlora, Dritan Leli, is being prepared; for which, the SP will not complain about why this time "it will be hit on the left", since he was branded by Babloku.
The investigators of the National Bureau of Investigation "digging" 7 months to prove the authenticity of the abuses in the tenders of the Vlora Municipality during the years 2016-2021, while SPAK prosecutors needed 8 months to build and raise the accusation with evidence against Dritan Leli.
For the first time, the former mayor Dritan Leli was summoned to the SPAK on July 22, 2022 with the status of the manager who had knowledge as the orderer of the tenders and the person previously questioned for verifications, where for 90 minutes he was acquainted with the accusations in the denunciations and findings of KLSH.
When he came out of SPAK, Dritan Leli, dressed as a "lemon", confused and with a trembling voice and running, told the journalists: - "Go ask SPAK, why they asked me, I'm clean".
But now, after 14 months, it is known what they interrogated him for in SPAK, where, according to the information available to "Pamphlet", he was accused of financial and procedural fraud, forgery and clientelism with tenders.
Two of the feats, for which the former mayor Dritan Leli will end up in handcuffs, like some of his former SP mayor colleagues, he did within one month in April-May 2021 with the oligarch Bashkim Ulaj in the total value of 11 million euros .
One tender was with the object: "Reconstruction of the water supply in the villages of the Administrative Unit Novoselë" with a value of 7.8 million Euros. The other one for "Construction of sewage canals and connections to the housing of the city of Vlora", in the value of 3.2 million Euros, while the works have been completed 40-50% and have been handed over as if they were completed 100% and with high quality and guarantee according to the contracts.
Accusation against Dritan Lelit, there are 9 other fictitious tenders, awarded without competition for 99-100% of the limit funds and doubling the real costs; among them the tender worth 3.5 million Euros for "Study, design of the Lungomare Vlorë-Rradhime sewerage network" given to two firms "Srp Albanian Enginerring Sh.p,k" and "ITM Sh.pk".
And the tender worth 2.4 million Euros, with the object "Improvement of the water system in the neighborhoods Fabrika e Cimentos-Partizani-Karabash and the reconstruction of the water supply of Babica e Vogël".
In the investigation file is also the tender for "intelligent benches", which the Municipality of Vlorë has placed in Lungomare; where, according to field verification, 20 smart stools have been installed, each worth 30 million lek including VAT.
They were called the "Multifunctional Smart City System", for allegedly serving and communicating with "Free Wi-Fi", phone charging, a system of photovoltaic elements to illuminate the area and a network for direct connection with the mayor and municipal officials, the hospital, the police and the fire service. .
But after 2-3 months, the "intelligent benches" did not work anymore, because they were ordinary benches with services installed by the Municipality, even apart from the 625 million Lek of the tender, another 500 thousand Euros were spent, allegedly for reformatting and repairing theirs./ Pamphlet
