The Economy Committee met today, discussing the draft law submitted by Blendi Klosi regarding the taxation of 4- and 5-star hotels.
During the committee meeting, there was a clash between Socialist MPs Erion Braçe and Blendi Klos.
Klosi has requested that 4- and 5-star hotels be exempt from corporate income tax for a period of 10 years.
Braçe : I want you to provide us with information today, as it has become a regular practice to make a request to the committee and they come to us after the law is approved in parliament, how many entities have benefited from this preferential measure, or this privilege, if we have a list, you said that they are not being developed in urban areas. From everything that has been said in the media, most of them are concentrated in Tirana and if you can help me with the list, if there is one in Velipojë, Shëngjin, Durrës, Divjakë, Golem, Darëzezë, Vlorë inside, Palasë, are there 11, if there are 11, does it include the entire line where tourism takes place, in Dhërmi, Livadh, Ksamil, Saranda. How much is the declared profit of those who have operated during this period in the territory of Albania, how much have they declared as profit, which we have excluded from the tax part, what has this declared profit been done afterwards, has it been reinvested or accumulated as assets of the operators or worse, reinvested outside this country, how many projects are in process, are in progress. What benefits do we have for four and five star hotels? Do we have privileges? Is this the only one or are there others?
Klosi: There are many.
Braçe: There are many, but why don't you tell us? I want to know when these fiscal incentives were made. Does this proposal come with the revenue strategy that you have approved and made public, the IMF is one of the arguments that should be evaluated, asked. Do the IMF and the Bank of Albania have any opinion?
Klosi : What are the projects they have, or will you allow me to answer Tabaku and Spaho. Separating the two categories, technical and political, we are all in politics here at the service of the citizens. 5-star status is given to those hotels that are similar to the European Union or the world, to be called a brand, they have 3 similar ones in the EU or 7 in the world. An investor who enters into an agreement with a brand is not allowed to make investments as he pleases, they are hotels with 100 rooms at least, it is not the whole industry, this is how we have built it, the locomotive that attracts the entire tourism sector, I am sorry that you understand where the difference is, the whole Region has this.
