The Central Election Commission has today exposed the deception of Edi Rama and Sali Berisha with the open lists. Both of them boasted to us that for the first time the lists will be mostly open, but in fact it is quite the opposite. The vast majority are closed and only a few are open.
The CEC has calculated that each party has 46 MPs on its closed list, while the rest remain open.
" Pamphlet " is making a comparison with the results of the 2021 elections, to show how open the lists really are.
In Berat , for each winning entity, the first 2 deputies will be elected from the fixed list and 5 from the open list. In the 2021 elections, the SP received 5 mandates in Berat and the DP only two. So if we are at the same result, from the SP 3 deputies are on the open list, while from the DP we have zero. Both deputies appear on the closed list.
In Dibër , the first 2 winners will be from the closed list, and 3 from the open one. In 2021, the DP won 3 mandates and the SP 2. If we stick to the same comparison, only 1 mandate comes from the open list.
In Durrës , the first 5 deputies come from the fixed list, 9 from the open list. In 2021, the PS received 8 mandates in Durrës, so we only have 3 on the open list. The DP received 6 mandates, if we stick to the same result, there is only 1 deputy from the open list in the opposition. So out of 14, 10 come from the closed list and 4 from the open list.
In Elbasan, there will be 5 names on the closed list out of 14 mandates. Here too, in 2021, the division is 8 SP mandates and 6 DP, which means we are the same as in Durrës.
Even in Fier , 5 names will emerge from the closed list, out of 16 mandates in total. In the 2021 elections, the PS received 9 mandates, the PD 6, and the LSI 1 mandate. If we follow the same result, the PS will have 4 names from the open list, the PD only 1, and the LSI zero.
Gjirokastra has only 1 name on the closed list out of 4 mandates in total. According to 2021 data, it is expected that the DP will not have an open list, while the SP has 2 names.
Korça has a fixed list, 3 out of 10 mandates for each electoral subject. In 2021, the DP and the SP were divided 6 to 5, while this year Korça was stripped of one mandate and each subject can have 2 candidates on the open list.
Kukës has only 1 mandate on the closed list out of 3. Generally, the parties there are divided 1 to 2 and it is possible for one of the entities to have only 1 name on the open list.
Shkodra has 4. In the 2021 elections, the PS only won 3 mandates there and with the same logic, the names that appear are on a fixed list. The DP won 5 mandates and has only 1 on the open list, while the PSD and LSI remain only on the closed list.
In Vlora, there are 4 MPs on the closed list for each party. The Socialist Party won 8 seats there in 2021 and if we have the same result again, it will have 4 names on the open list and 4 on the closed list. While the DP has come out with 4 seats, so the open list is not valid if it does not win more seats.
The biggest fight will be in Tirana and according to the CEC, 12 deputies from each party will emerge from the closed list. In 2021, the SP and the DP were divided 18 to 15 mandates. So only a small part will emerge from the open list.
The result is based on 2021 data, but if we look at the polls, there is an increase in new parties, and a decrease in the SP and DP. This means that if the new parties receive mandates and the DP and SP fall, the number of names that will emerge from the open list will be even lower. / Pamphlet
